James Hamilton

A Socio-Economist with 30+ years of experience in environmental and natural resources development planning, management and evaluation within the public and private sectors, and civil society with an emphasis on developing regions of Asia, Africa and North America. An MSc Degree in agricultural economics coupled with a proven track record of accomplishments in building, leading and managing cross-cultural and multi-disciplinary teams throughout the project life cycle, supporting or working independently as a subject matter specialist, in complex project and partner environments.

Mr. Hamilton has conducted agriculture and natural resource sector financial and economic feasibility studies, socio-economic baseline and impact assessment for natural resource (agriculture - crop diversification and livestock, irrigation and drainage, safe water), mining, renewable energy and infrastructure, community and social development sectors. Assessments were conducted as per jurisdictional and regulatory environmental and social safeguards compliance requirements including the Canadian Environmental Assessment Act (CEAA) and provincial regulations, National Environmental Policy Act (NEPA), World Bank Environmental and Social Management Framework (ESMF) and Environmental Assessment and developing country legislative and regulatory frameworks. 

Mr. Hamilton has extensive experience managing projects in the field as well as from Canada for both the private and non-profit sector. Mr. Hamilton is well-versed in theory of change results-chain tools (logic model, performance measurement framework, risk register), project cycle results-based management (RBM), project implementation planning and budgeting, funding approval and compliance mechanisms, and reporting structures. He has solid technical skills which are complemented with experience from a Canadian non-government organization which provided an opportunity to work with local partners to expand institutional capacity and skills in  household and community-based livelihood development approaches, participatory planning and capacity building while developing and delivering on inclusive rural economic and sustainable livelihood projects designed to increase savings and income distribution, food security and nutrition, natural resource management and climate resilience against shocks and stresses, value chain market access, well-being and other pro-poor outcomes.

Mr. Hamilton has held senior management positions as a team leader or economist on short- or long-term assignments in Canada, Bangladesh, Pakistan, Lao PDR, Cambodia, Viet Nam, Indonesia, Mongolia, Nigeria, Ethiopia, Ghana, Rwanda, Tanzania and USA on or under the auspices of private sector and civil society,, World Bank, ADB, USAID, Irish Aid, Global Affairs Canada/Department of Foreign Affairs, Trade and Development (GAC/DFATD) funded projects and UNDP.
