Introduction to the Strengthening Ethics and Integrity in South Africa Project (SEIP)

Cowater is implementing the SEIP in South Africa; a collaboration between the Government of South Africa and the Government of Canada to increase accountability, efficiency and transparency of the public administration in delivering gender responsive services to the South African public. SEIP’s main counterpart and beneficiary is the Department of Public Service and Administration (DPSA). SEIP is providing technical assistance to assist the DPSA in the design and operationalization a new specialized Ethics, Integrity and Discipline Management Technical Assistance Unit (PA-EID-TAU) in the department, responsible for supporting the public administration at the national provincial and municipal level in improving ethics and integrity. Cowater is initially supporting the research and design of the unit and will then pilots it’s various services and operations and support the initial implementation across government. Technical support is being provided to DPSA in areas relating to Protected Disclosures, Conflict of Interest, Investigations, Lifestyle Auditing, and Advocacy/Communications.

 
ANTICIPATED LEVEL OF EFFORT
Part time, estimated 240 days between July 2021-December 2024

Consultant's Home Office (remote TA); South Africa (local consultants only, if applicable)
 
SUMMARY OF THE POSITION
SEIP will be providing TA to civil servants across three spheres of government to build their capacity to strengthen the management of ethics, integrity, and disciplinary management. SEIP will therefore provide on-going training and develop course content for PA-EIDM-TAU staff and public employees such as ethics, officers, labour relations and HR officers to support the roll out of ethics, integrity and discipline management systems. All training will be designed with a ‘train the trainer’ approach in mind, so that a cadre of PA-EID-TAU trainers, ethics officers and other public employees are able to continue delivering training on a more regular basis to their government counterparts.
 
SEIP will also develop course content and materials that are more appropriate for wider dissemination through the development e-learning and online modules, which would be owned by the National School of Government. These courses will be initially piloted with unit staff and refined based on the feedback received before handing over to the NSG to roll out to public employees across all three spheres of government.  

KEY RESPONSIBILITIES
Working with SEIP technical experts and the DPSA, the Consultant will provide support throughout the design and development process to produce a high quality online courses that achieves the desired learning outcomes.
The Consultant will play the following roles in developing course content:

  • Provide online pedagogy and instructional design expertise;
  • Develop an achievable course plans and timelines;
  • Design and develop engaging multimedia course materials that support active learning, with the support of SEIP technical experts.

CONSULTANT PROFILE / EXPERTISE REQUIRED 
The Consultant best suited to delivering this SEIP mandate will possess the following profiles, experience and/or capabilities:

  • A minimum of 10 years of experience and expertise in delivering training and other capacity/ institutional building support to a wide range of stakeholders;
  • A minimum of 10 years' experience the design and development of e-learning/online based training courses, materials, and conducting training of trainers workshops
  • A minimum of 3 years’ experience supporting the design and development of engaging multimedia course materials that supports active learning.
  • Ideally, at least three years of experience in the area of governance, anti-corruption, or ethics including adult education, or related field, with focus on online training design;
  • Demonstrated skills of coordinating with different stakeholders and facilitating discussions;
  • Excellent written and spoken English and virtual presentation capabilities.
  • Experience working with government departments and developing training content for civil servants
  • Experience delivering relevant technical assistance through donor-financed projects or assignments to government in South Africa or East Africa.
