A 4-Day intensive workshop in applied public sector management for performance audit operations in Canada and abroad

October 26-29, 2015 - Carleton University, Ottawa, ON Canada

This 4–day, intensive training workshop has been developed to address a critical and growing gap in Performance Audit understanding among all levels of government - including multilateral organizations - and their capacity to effectively apply Performance Audit methods in the management of social development programs and projects. At the heart of this gap is the growing use of Performance Auditing by Auditors General without program managers having sufficient understanding of the auditors' role and responsibility and their impact on accountability relationships.

Performance auditing is designed to address the issues of Economy, Efficiency and Effectiveness in program delivery. While it does not question the policies adopted by the governing body, it does assess the achievement of the intended results. Performance Auditing and Program Evaluation are complementary activities leading to improved accountability and results measurement. As Performance Auditing is being introduced to internal audit and management across the public sector, program managers will be well served if they are better able to identify and select appropriate program areas for performance audits. Program managers should also know how and when to employ Performance Auditing methodology in place of commonly used private sector practices that are ill-suited to public sector program performance measurement.

This course is intended for senior managers that work in the Public, Private and Non-Profit sectors and who support the accountability function of publicly financed programs and projects, whether they are local or global in scope. It is also ideal for the corporate audit community who service the public and non-profit sectors that support public-private programs.

Featured instructors: Bill Rafuse Michael McLaughlin

Mr. Rafuse has over 35 years’ experience in private and public sector finance, external and internal audit, training, human resources, and strategic planning. This includes over 25 years with the Office of the Auditor General of Canada where Bill was responsible for various audit portfolios, including Health, Indian and Northern Affairs, Veterans Affairs, and Fisheries and Oceans. He also spent time while at the OAG as Principal, Strategic Planning, and Principal, Human Resources. He now works as a consultant for Canadian and international clients where he provides performance audit advice for capacity assessment and development, training, and quality assurance.

Mr. McLaughlin was the Deputy Auditor General of Canada when he retired from the Office of the Auditor General of Canada in 2002 after 32 years of public service. He held the position of Deputy Auditor General of Canada from 1997 to 2002, held the position of President/Executive Director at CCAF-FCVI, a private foundation dedicated to research and training in the area of accountability and performance auditing from 2002 to 2003 and then the Canadian Air Transport Security as Vice-President and CFO until 2006. He now provides advice and training to the performance audit community in Canada and internationally.
