Cowater is looking for an expert for an upcoming project as described below.

SUMMARY ABOUT THE PROJECT

The overall purpose of the project is to support the roll-out of the country’s Public Financial Management (PFM) reform strategy at the level of the Ministry of Agriculture, Livestock and Irrigation (MOALI), and to ensure its alignment with the core PFM reform led by the Ministry of Planning, Finance and Industry. The project will also support the delivery of results-based EU budget support to MOALI, i.e. by building the capacity of the Ministry to achieve the defined variable tranche indicators.

KEY RESPONSIBILITIES

  • Coordinate capacity building for the Ministry of Agriculture, Livestock and Irrigation (MOALI) and related institutions to achieve the objectives of the national PFM reform, specifically in the context of EU nutrition-sensitive budget support.

  • Take part in needs assessments and design of training and capacity building programmes for government institutions.

  • Develop systems for planning, budgeting, resource allocation, implementation and monitoring in her/his fields of activity.

JOB REQUIREMENTS

Education:

  • University degree (preferably at Master’s level) in agriculture, financial management, public administration or other relevant field.

Minimum Experience:

  • At least 10 years of experience in capacity building and training in donor-financed programmes or projects in developing or middle-income country contexts;

  • At least 5 years of experience in Public Financial Management;

  • At least 7 years of experience in developing and/or implementing programmes of capacity building for government institutions, preferably in the context of PFM reforms;

  • Experience in working with public authorities in the agriculture sector, preferably with a focus on nutrition-sensitive service delivery;

  • Previous experience with EU aid delivery modalities will be considered a strong asset;

  • Previous experience in Southeast Asia will be considered an asset;

  • Evidence of experience in supporting the delivery of EU budget support in a developing or middle-income country context would be an advantage.

Essential Skills:

  • Excellent command of oral and written English (C2 level);

  • Excellent training and mentoring skills;

  • Full computer literacy and excellent reporting skills.
