CRC Sogema is currently looking for:
 
Consultant - Business Analysis, Organization and Methods
 
Contractual position for a period of 24 months (renewable), located in Bamako, Mali
 
Reporting to the Field Director, this consultant will serve two main customers within the same project, a project funded by the Canadian International Development Agency (ACDI) to support the mobilization of internal revenue of the country.
 
The first customer, the tax department of Mali, has been object to an advanced computerization especially in the capital. Management now wants to offer Internet services to taxpayers. The tax department has a team of business analysts in place for ten years that deals with its procedures and its effectiveness. With the mandate of this ministry is mainly to support the under-management, Organization and Control, to implement these services on the Web while maintaining adequate controls.
 
The second client, the Ministry of Housing, began its computerization. In this case, the mandate is to design re-engineering of all processes of the National Directorate of Lands and Land Registry and its implementation, based on experience in the tax department. This advisor will design courses and methodological guides for the proper management of processes and host training sessions to make the teams of analysts and independent as possible at the end of his term.
 
As part of that great project of poverty alleviation, other Canadian professionals will be mobilized for such a long-term field. This is the field director, a computer consultant and a Management and HR Consultant. Other one-time counselors will help the expatriate advisers, as required by the case.
 
A period of training at headquarters in Longueuil is planned before mobilization in Bamako, among others to find the software packages marketed by the company (SIGTAS, SIGBUD, SIIT), which are implemented in Mali.
 
Required professional profile
  • Canadian citizenship or a received immigrant status;
  • Undergraduate degree (or more) in Administration with a concentration in information systems management, work organization, accounting, adult education, or other relevant disciplines;
  • 5 years of Canadian experience in reengineering business processes, implementation of computer systems and the design and facilitation of training workshops aimed at empowering professionals to implement information systems in financial management, procurement and Human Resources management.
  • Experience working in developing or emerging countries would be an asset, but will consider those demonstrating interest and ability to acquire.
  • A good knowledge of the environment of these countries in economic, cultural, demographic, geographic, etc.., however, is essential, as the principles of managing for results favored by ACDI.
  • Excellent knowledge of French and English, spoken and written, note that such a bilingual professional may, at the end of this mandate, be considered for other positions, permanent or temporary, at the headquarters of the firm or with other clients, as an employee or independent professional.
  • Mastering elements in a consulting approach
  • Masters basic software used by the company such as Word, Excel and PowerPoint)
  •  Ability to work in teams, collaborate with other departments and various levels of personnel. 
Remuneration
In employee status, the counselor will have their remuneration and conditions of expatriation set according to his skills and the policy of the firm, the financial and administrative rules of the contracting authority and the detachment agreements could be concluded with the company.
The abroad travelling can represent interesting financial benefits including tax exemptions. A competitive program of social benefits is also part of the remuneration conditions and plan.
