PROJECT OVERVIEW

JES is seeking an experienced and qualified Deputy Chief of Party (DCOP) to support the Sri Lanka Chief of Party (COP) in planning, implementing, and monitoring activities for a five-year USAID-funded project: Efficient and Effective Justice Activity in Sri Lanka. The project will support improvements to the justice system in Sri Lanka by introducing and strengthening the features of well-functioning and modern justice systems while strengthening the relevant institutions and actors to meet international standards for the rule of law and justice.

THE ROLE

The Deputy Chief of Party (DCOP) works closely with and reports to the Chief of Party (COP) to oversee in-country project implementation, including program quality, personnel and financial management. This individual is responsible for timely and effective implementation of Sri Lanka-based project activities, deliverables and execution, monitoring and reporting of the project activities.

The DCOP also works collaboratively with JES’ International Program Director and other JES staff in operations, communications, and finance.

DUTIES AND RESPONSIBILITIES

  • Helps establish and manage JES’ in-country office, performing administrative tasks, in collaboration with JES Senior Management.
  • Supports the COP in the overall planning and implementation of technical and operational aspects of the project, working collaboratively with JES Senior Management and Sri Lanka project team.
  • Supports the COP in recruiting and contracting local technical staff, consultants and support staff, in collaboration with JES Human Resources and Senior Management, and in accordance with JES policies.
  • Supervises and evaluates in-country project staff in accordance with JES HR policies.
  • Provides day-to-day leadership of Sri Lanka-based activities, management and technical direction for activities, while ensuring compliance with local and USAID requirements.
  • Establishes and maintains, in coordination with the COP, positive working relationships with stakeholders including USAID personnel, government counterparts, civil society organizations, private sector actors, and others.
  • Supports the COP in drafting and preparing of weekly, monthly, quarterly and annual reports, and other contractual obligations required by USAID.
  • Ensures key staff has the technical and administrative support (e.g. handbooks) needed to ensure high quality and timely implementation of activities according to the work plan.
  • Works with COP, Finance Manager and JES Senior Leadership to monitor and mitigate risks.
  • Maintains a working knowledge of project budgets and expenditure, and assists the Finance Manager to set up and implement appropriate systems for project financials.
  • Facilitates knowledge management, communications, and information flow for the project.
  • Works with Communication Officer to ensure that all publications and reports comply with JES and USAID Branding and Marketing strategy.
  • Ensures that project complies with cross-cutting themes of gender and diversity.
  • Ensures project complies to JES policies and procedures and USAID policies, requirements and guidelines. 
  • Serves as principal point of contact with local subcontractor representatives.
  • Negotiates local subcontract agreements of goods and services and submits for approval.
  • Other duties, as assigned.

TRAVEL

  • Domestic and international travel is required.

QUALIFICATIONS

Education

  • Bachelor’s Degree in Law, Public or Business Administration, International Development, or related field. Master’s degree is strongly preferred.

Knowledge, skills and experience

  • Minimum 7+ years of relevant experience, preferably in Sri Lanka, in implementing and managing large scale projects within the justice sector and/or capacity building projects.
  • Minimum 3+ years of experience working in Sri Lanka, within the past 5 years.
  • Sound experience in recruiting, managing and hiring staff and consultants.
  • Experience and knowledge of international donor project management, including operational and financial regulations and procedures.
  • Ability to work and negotiate with national institutions to develop and implement project activities.  
  • Superior project management skills and management of day-to-day operations of the project.
  • Experience in managing or implementing USAID projects strongly preferred.
  • Experience and knowledge of the judicial and legal systems strongly preferred.
  • Experience in and understanding of M&E and results-based management.  
  • Strong organizational and interpersonal skills, ability to perform effectively within tight deadlines.
  • Sound writing and reporting skills.
  • Computer literate in Microsoft Suite (Word, Excel, PowerPoint, MS Access, Teams), Google workspace and Dropbox.
  • Excellent oral and written communication skills in English.
  • Fluency in oral and written Sinhala and/or Tamil required.
  • Must have Sri Lankan residency or citizenship, or ability to work in Sri Lanka.
