Director, Impact Measurement & Evaluation


LOCATION:  Ottawa, Canada



DOT is seeking a Director, Impact Measurement & Evaluation to be based out of the our Ottawa office.

DOT prides itself as being an innovative learning organization. This position addresses the monitoring and evaluation requirements of donor funding, but is also viewed within a broader context that embraces corporate research and learning, social and economic impact modeling and the development of relevant capacity throughout DOT’s international, multi-cultural network.

Reporting to DOT’s VP of Strategy, the Director, Impact Measurement & Evaluation will lead a team in designing and implementing network-wide and project-specific monitoring and evaluation activities.  The director will work with staff across the organization and country teams to develop project research and learning agendas, as well as liaise with government and private sector donor agencies, with specific attention to Global Affairs Canada.

Knowledge Development & Strategy Implementation

  • Lead maintenance and evolution of DOT’s theory of change and associated evidence base, oversee it’s articulation for both internal and external user, and support the design and implementation of associated strategic impact plans;
  • Facilitate the development of a shared strategic impact vision across functional departments and thematic areas that that aligns with DOT’s theory of change and drives overall program quality, cohesion and innovation.

Project and Proposal Design

  • Participate in project design for all projects (and proposals) to ensure alignment with theory of change and evidence base priorities – play a leadership role in network-wide projects and a supporting role in local country-led projects;
  • Lead the design and implementation of scoping studies, internal and external evaluations and special research projects, including youth-led research that is supported and promoted within the network.

Partner and Project Management

  • Oversee project-level M&E strategy development, capacity building and implementation across departments and country offices to ensure alignment with theory of change, evidence base and learning agenda goals;
  • Oversee the work of data analysts, M&E officers/managers and M&E consultants;
  • Ensure all research and M&E activities are in compliance with relevant ethical guidelines and policies, including donor requirements and local policies and regulations;
  • Manage relationships with key research partners and stakeholders and liaise with relevant internal and external stakeholders regarding DOT’s research approach and priorities (including colleagues, DOT youth, research and project partners, academics and international development sector organizations).

Qualities for Success:

  • Strong analytical skills, advanced knowledge of M&E data analysis software (SPSS, Stata); mandatory experience with Excel and data visualization applications. Exposure to big data, advanced analytics, econometrics and AI is an asset;
  • Proven leadership skills, with the ability to persuade, encourage and motivate staff in a diverse multi-cultural, culturally sensitive environment;
  • Comfortable working in a flexible and evolving environment, creative and innovative thinker with good common sense;
  • Demonstrated excellent communications, both verbal and written;
  • Master’s degree in Evaluation, Statistics, Economics, Public Health, Demography or a related field;
  • At least 8-10 years of experience developing and implementing M&E systems and training, assembling, supporting and managing M&E teams;
  • Experience with M&E and digital learning strategies for donor-funded programs (with particular experience with GAC);
  • Experience with evaluation, operational research, quantitative and qualitative methodologies, data collection/surveys and analysis for evidence-informed reporting, planning and decision-making;
  • Annual international travel to DOT office locations and project sites is anticipated. Must be able to obtain visas for entry into DOT countries of operation.
