Economic Growth Advisor (EGA) (Position is based in Ukraine)

Expert Deployment for Governance and Economic Growth Project (EDGE)

 

Position Type: Technical/Advisory/Research

 

Level of Effort:  Full time for the project duration (October 2014 to August/November 2019) TBC

 

Position Summary: Based in EDGE’s Kyiv National Office and reporting to the Field Director, the Economic Growth Advisor will be responsible for supporting governance reform TA activities that relate to, support or promote economic growth. This will require a broad understanding of economic theory and economic policy and its relationship to the development and delivery of useful and productive government programs, projects and services.  The Advisor/Expert pair will be responsible for developing a strong understanding of Ukraine’s economic structure and using this information to guide and advise on EDGE TA programming and technical assistance.

 

Indicative Duties and Responsibilities

  • Lead Expert/Project Representative on Economic Growth: Incumbent will represent/liaise EDGE on all Ukraine and donor-supported committees, working groups and councils
  • Review existing literature and, through independent research, analyze the economic environment in Ukraine in relation to economic growth targets, identifying key macro and micro economic constraints and bottlenecks
  • TA Advisor – Economic Growth Governance Reform TA Activities.  In partnership with Ukrainian Economic Growth Expert and the TA beneficiary, assist with development and implementation of initiative proposals for TA activities that respond to governance reform issues that directly impact economic growth.  These may range from trade and business environment reform, small business development, financing and financial market reform, human and financial capital formation, economic diversity and balanced income growth.
  • Conduct research to identify cutting edge policy, programs and services that support governance reform that impact economic growth
  • Provide advice and guidance to project management; the Department of Foreign Affairs, Trade and Development (DFATD); members of the project advisory committee on polices, programs, projects and services that support economic growth and private sector development
  • Liaise with Ukrainian government stakeholders to map Ukrainian government and donor-led economic reform initiatives, provide ad-hoc advice in relevant working groups and identify economic growth reform priorities
  • Contribute relevant material/expertise to overall project work planning, reporting and monitoring & evaluation (M&E)
  • Supervise the Ukrainian Economic Growth Expert

 

 

Preferred Qualifications

  • Dynamic, independent, result- driven technical expert
  • Master’s Degree in one of the following:  economics, economic/trade policy, business administration
  • Knowledge and understanding of economic growth theories, income diversity and balanced growth
  • Knowledge of leading approaches to government-led policies, programs, projects and services development for economic growth and development (e.g. trade promotion/facilitation, foreign direct investment promotion/facilitation, financing and financial capital formation, business support services, entrepreneurship and small business development, government procurement, licensing, intellectual property, taxation, labor laws)
  • Specific sector knowledge and experience in oil and gas and natural resource management
  • 5+ years of technical work experience in one or more of the following areas:
    • Economist /economic policy advisor
    • Design/implementation of private sector development/economic growth strategies
  • 10+ years of project experience in an international development setting
  • 5+ years working in transitional economies, preference for experience in the region
  • Strong expertise and skills in relationship building, in some instances this may include  managing/responding to sensitive situations with tact and diplomacy
  • Innovator with experience applying new technology in developmental contexts
  • Fluency (reading, writing and spoken) in English.  Language skills in Ukrainian and Russian are an asset.
  • Willing to relocate to Ukraine for a period of  3-5 years
