Background

Funded by Global Affairs Canada, the Expert Deployment Mechanism for Trade and Development (EDM) provides technical assistance to Official Development Assistance (ODA)-eligible countries to maximize the development impacts of trade and investment. Over seven years (2018-2025), EDM will invest CAD $16.5 million to support Canada’s developing country trading partners to negotiate, implement and benefit from and adapt to trade and investment agreements with Canada.

EDM is a demand-driven project that will benefit potential partners – including governments, local private sector groups and local civil society organizations – through capacity building and technical advisory support on policy reform issues that have a high potential to reduce poverty and gender inequalities, and support progress in trade and investment agreement negotiations.

Since the end of its 20-year civil war in 2000, Peru has seen strong economic growth and poverty reduction.  However, that growth has relied heavily on resource extraction (principally copper, gold and silver) and is vulnerable to global demand and price fluctuation. 

Further economic growth depends on increased productivity and innovation, but also the development of the agricultural sector.  Opportunities for developing agricultural value-added products are abundant and are part of the reason agricultural exports have grown from 15.2% to 19.1% of total exports over the past five years (WTO/TPR 2019).  Given that women are found at all stages in the agricultural value chain, but particularly in lower-valued roles, this growth potential represents an opportunity for women to increase their upward mobility within the value chain, if adequately supported to do so.  The agriculture sector also represents an opportunity to address regional inequity in Peru.  Economic growth has been centered on Lima, with little reaching the regions and rural populations.  Regional inequity has been mirrored by social inequity, witnessed by Peru’ s GINI score of 43.3 and rural poverty rates that dwarf the rates of urban centres. 

Trade and investment are important pillars of Peru’s national development strategy, and the country has pursued an ambitious agenda of negotiations to integrate both the regional and global economies.  Harvesting the benefits of these agreements will require technical assistance to implement their obligations and seize their opportunities.  In the context of Canada-Peru trade and investment relations, this agenda includes implementation of the CPTPP and the Canada-Peru Free Trade Agreement.

An EDM mission to Lima, in February 2020, identified many technical assistance needs, including trade policy capacity-building and institution-building targeting organizations working to advance regional development and gender and social inclusion.  Capacity-building in the design and implementation of sanitary and phytosanitary measures was noted as a priority need by several interlocutors, who underlined the link to economic growth, regional development and enhanced opportunity for women and rural communities.  It should be noted that strengthened capacity to implement SPS measures in the least trade-restrictive manner benefits both Peru and its trading partners, by improving predictability and science-based decision making.

The policy advice proposed in this technical assistance project will benefit officials of the Animal Health Directorate, National Agrarian Health Service and commercial swine producers, including importers of Canadian swine genetics.  Indirect beneficiaries include rural populations, including women and Indigenous Peoples, who will enjoy increased employment opportunities.

Linkage to EDM Performance Measurement Framework

Technical assistance in the design and implementation of SPS measures is consistent with the approved EDM Country Needs Assessment Plan for Peru, Mandate 1: Trade Policy Capacity Building. 

This assistance is aligned with the EDM Performance Management Framework, intermediate outcome 1200 (improved policy or regulatory environment within EDM partner countries for the implementation of sustainable and inclusive trade and investment agreements with Canada) and immediate outcome 1210 (enhanced ability of partner country MDAs to strengthen, develop, and execute legislation, regulations and policies supporting the implementation of sustainable and inclusive trade and investment agreements with Canada.)

Description of Technical Assistance Request

Technical assistance has been requested by the Animal Health Directorate, National Agrarian Health Service, Ministry of Agriculture, to support the establishment of a system of regionalization of swine production in Peru, in conformity with Article 6 of the WTO Agreement on the Application of Sanitary and Phytosanitary Measures: Adaptation to Regional Conditions, Including Pest — or Disease — Free Areas and Areas of Low Pest or Disease Prevalence. 

The technical expert(s) will, by electronic communication (teleconference or video conference):

  • Conduct consultations with officials of the Animal Health Directorate to be briefed on swine production in Peru and formulate a roadmap for the establishment of a system of regionalization.
  • Conduct consultations with individual swine producers and the national Association of Pig Producers, and slaughterhouse operators to build consensus on the project and identify implementation challenges.
  • Lead a 5-day gender-sensitive workshop for animal health officials on the requirements of WTO regionalization guidelines and finalize the roadmap for the establishment of regionalization of swine production in Peru.

The Canadian Food Inspection Agency (CFIA) will provide technical experts to deliver this training, as part of their ongoing technical assistance program.  The winning bidder is expected to work in collaboration with the CFIA, providing project management of this activity. 

The duration of the workshop was proposed in the context of in-person training.  It may be more appropriate to conduct an increased number of shorter sessions, given that the delivery is to be by video conference.

  • The technical expert(s) will deliver a written report of the consultations, presentations and related learning materials for the workshop, and a final report of the technical assistance project, including sex-disaggregated evaluation questionnaires completed by all workshop participants.

The EDM includes a core focus on gender equality and social inclusion as well as on environmental issues associated with trade activities. The approach to technical assistance related to both topics is included in guidance documents that are available to both technical assistance applicants and Technical Experts. Successful applicants are required to research and integrate specific good and emerging practices in these areas−partnering with other expert consultants if necessary− which will form a core part of the mandate of the technical assistance provider. 

Technical Expert Profile/Expertise Required

  1. PROFESSIONAL BACKGROUND: Veterinarian
  2. GENERAL EXPERIENCE: At least ten (10) years’ experience in:
    1. The formulation and implementation of SPS measures.
    2. The delivery of development assistance.
    3. The design and delivery of professional training.
  3. SPECIFIC EXPERIENCE: At least ten (10) years’ experience in:
    1. Providing expert advice/development of regionalization of swine production.
    2. Designing, implementing, and/or the management of biosecurity plans.
    3. Designing/implementing of monitoring programs.
    4. Drafting of regulations for regionalization.
  4. EDUCATION: Postgraduate degree in animal health /agricultural production.

The successful applicant will display a willingness to integrate gender equality and social inclusion, as well as environmental, considerations, reflected in their application, while prior experience in the provision of technical assistance in these areas will be viewed as a strong asset.

Capacity to deliver technical assistance in Spanish is considered an asset.

Timelines

This technical assistance is expected to be delivered prior to March 31, 2021.

Deliverables

  • A detailed work plan, work schedule and budget for the delivery of activities, taking into account COVID-19-related travel restrictions
  • Completed EDM Performance Measurement Framework template for the TA, including baseline data and targets against EDM indicators.
  • Report of the consultations, presentations and related learning materials for the workshop
  • Final Narrative Report: Due within 30 calendar days of completion of all TA activities. The report shall describe activities delivered; results achieved (versus initial expected results and baseline); lessons learned of relevance to future EDM activities; expenses incurred by the Consultant in carrying out the activities; document officials trained/participating in activities (name, gender, job title, institutional affiliation); and, include a one-page Story of Change to illustrate the change that has happened, or change that is occurring, as a result of this TA against the Immediate Outcome noted above. This report will be reviewed and approved by EDM prior to being shared with Global Affairs Canada.

    4. Outline your project management and monitoring strategy for the implementation of the activities. (2 pages maximum)
    5. Indicate all personnel who are being proposed to implement this project, their roles and responsibilities. Include all CVs of proposed personnel/experts. (3 pages maximum per CV)
  3.   Provide estimated level of effort (in days) and provide consulting rates (in CAD$) for each proposed personnel and/or expert who will be implementing the project.
