JES is seeking an experienced and qualified Finance Manager to support the Sri Lanka Team and JES Finance Director in overseeing the financial budgeting and accounting for a five-year USAID-funded project: Efficient and Effective Justice Activity in Sri Lanka. The project will support improvements to the justice system in Sri Lanka by introducing and strengthening the features of well-functioning and modern justice systems while strengthening the relevant institutions and actors to meet international standards for the rule of law and justice.

PROJECT OVERVIEW

JES is seeking an experienced and qualified Finance Manager to support the Sri Lanka Team and JES Finance Director in overseeing the financial budgeting and accounting for a five-year USAID-funded project: Efficient and Effective Justice Activity in Sri Lanka. The project will support improvements to the justice system in Sri Lanka by introducing and strengthening the features of well-functioning and modern justice systems while strengthening the relevant institutions and actors to meet international standards for the rule of law and justice.

THE ROLE

The Finance Manager will be responsible for overseeing all project financial accounting and operational support, as well as ensure financial reporting requirements, procedures, and processes follow JES and USAID rules and regulations.

This position reports to JES’ Director of Finance & Procurement and works closely with the Sri Lanka Chief of Party and other staff.

DUTIES AND RESPONSIBILITIES

  • Responsible for the accounting, finance and administrative components of the project in-country, including securing documentation to substantiate all financial transaction processing.
  • Secure compliance with JES standard operating procedures, policies and prevailing accounting principles.
  • Ensure compliance with donor rules and regulations and Sri Lankan laws.
  • Review of procurement activities for compliance to requirements for competitive bids, supplier selection and contractual terms.
  • Assist with budgetary components of the project, insuring regular reconciliations across budgets for agreement to financial records.  Provide insights on variance analyses, including the effects of foreign exchange.
  • Create and/or contribute to financial reports to donor agencies and JES headquarters.
  • In conjunction with the Director of Finance, regularly inform the Chief of Party on financial health of the project through the provision of regular and timely financial expenditure reports.
  • Oversee compliance for payroll requirements for national staff, administer payroll, and monitor employee time keeping; develop and implement office administrative and personnel systems according to JES internal practices and/or donor requirements.
  • Liaise with the Chief of Party to ensure the project needs are being met in terms of accounting, contracts, human resources, and operations.
  • Maintain financial files and support audits as needed.
  • Other duties, as assigned.

QUALIFICATIONS

Education

  • Bachelor’s Degree in Business Administration, Accounting, Finance or related field.

Knowledge, skills and experience

  • At least 7+ years of relevant experience with project financial management, including financials controls, accounting, and audit, as well as reporting on accruals, and expense validation and reimbursement to service providers.
  • Strong analytical and computer skills, especially with spreadsheets and financial analysis; proficient in Office suites (Microsoft Office, G Suite). Previous experience with Intacct Sage and time-keeping applications preferred.
  • Knowledge of USAID policies and business practices and direct experience managing the finances and administration of a USAID-funded project, preferred.
  • Excellent oral and written communication skills in English.
  • Fluency in Sinhala and/or Tamil required.
  • Must have Sri Lankan residency or citizenship, or ability to work in Sri Lanka.
