Applications are invited for the position of Manager, Global Business Development in the Global Strategy Division at Niagara College. The position is a Permanent Full-time role with benefits and is a 35-hour workweek. Additional hours may be required as necessary.

Position Overview

Reporting to the Associate Director, Global Strategy, the Manager of Global Business Development will manage the development, contracting and approvals process for new global projects and programs delivered through Niagara College with specific focus on global business development, project monitoring and evaluation and government relations.

Duties and responsibilities include but are not limited to:

  • Actively prospecting and tracking opportunities – aligned to the Niagara College’s International Strategy – from global and national funding bodies including but not limited to: Asian Development Bank, African Development Bank, World Bank, Global Affairs Canada, USAID, DANIDA, Millennium Challenge Corporation, etc.
  • Managing and organizing business strategy and brainstorming sessions for opportunities under pursuit.
  • Managing the development of expressions of interest (EOI), pre-qualifications (RFQ), and proposals (RFP) that result in responsive submissions and position the College to capture new business. Specific functions include: technical and financial proposal development, planning, template development and recruitment.
  • Developing presentations, managing clarifications, pre-and post-bid submission and ensuring a structured and ordered handover to the internal NC project team where contracts are secured.
  • Prospecting new/existing NC markets to identify opportunities for education, training, capability building and consulting services, collaborating with Canadian and in-country resources to develop a cohesive approach.
  • Collaborating with the regional market managers in identifying and assessing opportunities for internal senior management consideration. Where an opportunity is approved, manage the pursuit process, including participating in strategy sessions, leading rehearsals for presentations/interviews and ensuring NC best practices are consistently used by participating College staff on global strategy and consulting deals.
  • Developing appropriate project monitoring tools during the design phase
  • Ensuring project compliance mechanisms are in place to support the project
  • Executing regular monitoring and evaluation functions through documentary reviews and site visits
  • Serving as a new internal project audit/compliance, quality management and business development function
  • Contributing to the development of government and public affairs strategies that support the College’s global growth in accordance with its new strategic direction (Strategic Plan 2017-2021).
  • Managing the conceptualization and development of strategic communications products for internal and external application focused on Niagara College’s global engagement through its education, training, capability building and consulting practice areas. 
  • Identifying forecasted regulatory changes that may impact the College’s global consulting and capability building activities for integration within strategy to support engagement with elected officials, bureaucrats, representatives from government agencies and third party influencers;
  • Developing risk management and opportunity approvals documentation for internal/external audiences not limited to risk assessment and active risk management strategies, provincial/federal approvals applications, access to information / freedom of information requests.

Qualifications include:

  • A 4 Year Bachelor’s degree in Business Administration, Law, Legal Studies, Political Science, Public Administration, Project Management or Engineering
  • 5 years’ experience in a similar field
  • Preferable experience in international Education Project Management, International Business Development, Competitive Tendering, Procurement Management, Contract Development/Management, Public Relations, Government Relations and Public Administration/Policy Development
  • Experience in Marketing, Sales, Project Management, Results-based Management, Technical Writing and Proposal Development

The successful incumbent must hold a Canadian passport with at minimum six months validity and the ability to travel internationally.
