JES has an immediate opening for a Monitoring and Evaluation Assistant position for the "Strengthening Institutional Capacity to Combat Human Trafficking in Panama, with a Focus on Corruption, Money Laundering and Transnational Organized Crime" project.

1.     JUSTICE EDUCATION SOCIETY (JES)

Justice Education Society of British Columbia (JES) is a non-profit organization with over 30 years of experience in public legal education and capacity building of the judice system in Canada and around the world. Internationally, JES projects respond to the needs of local stakeholders working with national institutions and local organizations to increase access to justice and improve citizen security. 2.    THE PROJECT

JES begins a new phase of work in Panama as part of the project "Strengthening Institutional Capacity to Combat Human Trafficking in Panama, with a Focus on Corruption, Money Laundering and Transnational Organized Crime". The project provides technical assistance and equipment to Panamanian justice sector organizations to combat human trafficking, reduce impunity of transnational criminal networks, and provide greater protection of human rights for victims, particularly for women and girls. Local partners include the National Police, the Attorney General's Office, the Institute of Legal Medicine and Forensic Sciences, and the Judiciary, as well as specialized Civil Society Organizations in Panama, Costa Rica, and Colombia.

JES will work with Canadian and regional subject matter experts to deliver an intensive capacity building program that achieves the following results:

  1. Improved technical capacity and gender responsive practices in the investigation of human trafficking cases in Panama;
  2. Improved capacity to prosecute and convict perpetrators of human trafficking in a gender-sensitive manner in Panama;
  3. Strengthened gender responsive mechanisms and transnational cooperation to combat human trafficking, which affects women and girls in Panama, Colombia, and Costa Rica.

3.    THE POSITION

The Monitoring and Evaluation Assistant will be responsible for supporting the design, planning, organization, implementation, and evaluation of the project, contributing to ensure the efficient and effective performance of all activities. In particular, the position is responsible for the ongoing monitoring and reporting of activities, with a gender perspective. Under the supervision of the Project Director, the person will work in close collaboration with the Project Manager and Project Officers, as well as with the JES team in Vancouver, within the established timelines and with the resources provided in accordance with the standards, guidelines, protocols, and procedures defined by JES and the donor.

4.    KEY RESPONSIBILITIES

Monitoring, Evaluation and Learning of Activities and Institutional Development

Support the Project Management in activities to:

  • Develop content (life stories, articles, videos, etc.) on the impact of project interventions in relation to successful experiences in the reception, research, preparation, and presentation of cases to combat human trafficking.
  • Prepare survey proposals for digital platforms and in physical format according to measure the impact of the project.
  • Participate in the development and implementation of mechanisms for evaluating activities with counterparts using gender-sensitive analysis.
  • Record disaggregated information in databases about the results generated within the framework of the project.
  • Integrate gender-responsive quantitative and qualitative data to measure impact and monitor the progress of project indicators.
  • Follow up on the knowledge, attitude and practice surveys of the target population groups participating in the modules of the training program.
  • Identify, prepare, and interview key actors to document successful practices and success story, in coordination with the technical team.
  • Prepare statistical reports required by the project.
  • Ensure the appropriate archiving of evidence in physical and / or digital formats
  • Document progress and results, on changes that occurred and key conclusions, lessons learned, and recommendations for the future.

Technical and operational assistance

  • Support participation registration processes for the main technical activities of the project.
  • Support in the planning and realization of courses, face-to-face and virtual workshops, technical meetings, exchanges, and other project activities.
  • Participate in the review, design, and adaptation of the training materials to the different modalities and platforms, together with the JES team and the thematic expertise, as well as in the implementation of the training activities provided by the project.
  • Support with the preparation of technical missions and all types of events that are required during the execution of the project as planned.
  • Provide support in the organization of events in which the project participates or sponsors.
  • Document and systematize the training processes and other activities of the project through videos, photos, and reports, compiling the observations and testimonies of the participants.
  • Other tasks assigned within the framework of the project.

Administrative assistance

  • Responsible for the tracking of project expenses and the filing of related documentation.
  • Support complex processes of procurement for goods and services based on principles of competition and transparency.
  • Perform other duties as required within the framework of the project.

 Confidentiality and compliance

  • Maintain confidentiality of the information accessed throughout the project.
  • Comply with the guidelines established in all manuals, policies, rules, and procedures established by JES for these purposes.
  • Work with respect, decency, and professional responsibility in the execution of all activities, in interactions with members of the organization and other agents involved in the project.
  • Immediately, communicate to the Project Management, any situation that is out of the ordinary during the execution of the activities.

5.    THE PERSON

Education

  • University or technical studies in science, administration, law, international development or related areas (required).

Professional Experience

  • Knowledge of planning and management of development projects.
  • 3 to 7 years of work experience in management of development processes with responsibility for the administration and management of databases and collection instruments and the preparation of reports using qualitative and quantitative data.
  • Experience in projects to improve the capacity of justice systems, or administration of institutional programs in Central or South America, an advantage.

Competencies and Skills

  • Excellent writing skills, ability to create content and technical reports.
  • Advanced level of Spanish (required) and English (preferred) in writing and conversation.
  • Proactive attitude.
  • Capacity to work in multidisciplinary and multicultural teams.
  • Proven management of databases and information processing tools, including MS Excel.
  • Advanced computer skills: Google Workspace and Microsoft 365.
  • Familiar with remote work tools such as Zoom, Microsoft Teams, Google meet, among others.
  • Ability to work under pressure.
  • Ethical conduct and ability to maintain confidentiality.
  • Availability to travel inside and outside of Panama.

Other desirable experiences or trainings

  • Seminars, courses, or experience related to project management, budget management, communication, analysis, or project management in the development sector.
  • Seminars, courses, or experience related to Results-Based Management or monitoring and evaluation.
  • Seminars, courses, or experience related to gender equity, Gender Based Analysis or inclusivity in capacity building programs.
  • General knowledge of justice, human trafficking, and money laundering.
