SUMMARY OF THE PROJECT

The Global Affairs Canada (GAC) funded project Sustainable Energy and Economic Development (SEED), aims to drive sustainable economic growth in Jordan through the accomplishment of several key results via three project pillars: (i) improved living conditions and livelihoods for women and men in the Jordan Valley and Ajloun region by introducing renewable energy and energy efficient solutions at a household level thereby decreasing the share of household resources devoted to energy and increasing income generation opportunities; (ii) increased skills and employment prospects for workers in Jordan’s renewable energy and energy efficiency (RE&EE) sector; and (iii) a stronger enabling environment for the growth of a robust RE sector in Jordan.

The project will: help improve livelihoods for women and men in the Deir Alla and Ajloun regions; increase employment opportunities for skilled workers in Jordan’s renewable energy and energy efficiency sector; and strengthen the enabling environment for the growth of a robust renewable energy sector.

The project started in 2016 and will be completed in September 2021.

KEY RESPONSIBILITIES

The key tasks for the Monitoring & Evaluation (M&E) Specialist will be:

  • Overseeing the monitoring and evaluation of project activities, as per the project’s Performance Management Framework and Logic Model for the achievement of results;
  • Developing the required reports (semi-annual and annual) as per the project reporting requirements;
  • Proving support in the planning process at the national level and developing the required annual plans as per the project requirements;
  • Develop required quantitative and qualitative data collection instruments;
  • Develop required quantitative and qualitative data collection instruments
  • Oversee core members of the project team using the required M&E tools;
  • Overseeing the implementation, and updating as necessary, of the project’s M&E and communication strategy;
  • Carry out the end line project M&E activity including data collection, processing, and reporting as needed;
  • Maintaining the project’s M&E Standard Operating Procedures, repository and tools that are already being used;
  • Providing, as needed technical assistance in M&E to JREEEF including updating their M&E framework, plan, reports, procedures, etc.;
  • Ensuring effective knowledge sharing including the identification and effective dissemination of Project successes, innovations, best practices and lessons learned;
  • Developing and maintaining effective relationships with national project stakeholders that will facilitate implementation, and stimulate their on-going collaborative participation and commitment to the project; 
  • Participating in and/or facilitating dialogues, consultations and national and international networks that contribute to the achievement of Project expected results, including with multiple stakeholder groups, e.g. government institutions, private sector, civil society and local communities; 
  • Identifying other stakeholders for achieving project results;
  • Providing support in general in order to achieve expected project results.

JOB REQUIREMENTS

Education:

  • Advanced Degree in communications, public policy, renewable resources, engineering, socio-economics, international development, or other relevant field;
  • Certification in M&E is preferred.

Minimum Experience:

  • 10 years of experience working on development projects in the MENA region preferably in Jordan, supporting M&E, reporting for results, project communication and project implementation; and
  • 5 years M&E experience working on development projects in Jordan, preferably funded by Global Affairs Canada
  • 5 years of experience implementing planning processes involving multi stakeholders
  • Demonstrated experience in using Global Affairs Canada’s approach to Results Based Management and associated tools, templates etc.
  • Experience worked on large scale project (above 15M CAD) that covers work in engineering, RE/EE infrastructure, working with Community Based Organizations, carrying out training (vocational and other) and employment activities.

Essential Skills:

  • Must be fluent in English and Arabic, with excellent professional level writing skills in both languages; and
  • Excellent cross-cultural, interpersonal and communication skills, including the ability to convey concepts clearly and concisely.

Employment conditions:

This is a part time position and work will be done remotely, with required missions to Jordan as needed and when travelling is risk free.
