SUMMARY ABOUT THE PROJECT

Cowater International is looking for the following specialists to complete its team for an upcoming  project focusing on providing diverse operational support services such as procurement, financial, administrative, logistical services and supporting  Local Development Initiatives (LDIs) Mechanism(s) in the Middle East Region (Jordan, Lebanon, and Iraq).

 

1. Project Manager

 

KEY RESPONSIBILITIES

  • Managing the project team personnel and technical experts;
  • Supervising all administrative, procurement, logistics, and financial management services provided by the Project;
  • Overseeing the development, management and monitoring of a mechanism that supports local development initiatives (e.g. grants, calls for proposals, etc);
  • Leading development, reviewing and ensuring the timely submission of all project deliverables (including annual reports and work plans, operating procedures manuals, annual budgets and financial reports, etc.);
  • Supervising the procurement of goods and services, including but not limited to procurement of technical advisers;
  • Ensuring quality and timeliness of work produced by technical advisers;
  • Reviewing and ensuring Project budgets and Financial Reports;
  • Reviewing, assessing, and approving external Requests for Support;
  • Developing and maintaining relevant networks of stakeholders and coordinating project activities with stakeholders;
  • Regularly liaising with, and providing strategic advice to the Donor.

JOB REQUIREMENTS

Education:

  • Bachelor degree or higher a relevant discipline such as political sciences, law, international, development, economics, finance, business administration, project management, social sciences, engineering, or applied sciences from a recognized institution

Minimum Experience and Qualifications:

  • At least 10 years of project management experience in the international development field, including the delivery of projects / assignments of  at least  $3M in value and 12 months or more in duration;
  • At least 10  years of experience working in  in developing countries, preferably in Jordan, Lebanon, Iraq and/or the broader MENA region and other  Fragile and Conflict Affected States (FCAS).
  • Extensive experience in overseeing administrative, financial, procurement, and logistical services;
  • Demonstrated experience supervising a local grants initiative;
  • Experience in managing multi-country or regional development projects is an asset;
  • Strong knowledge and demonstrated experience in results-based project management;
  • Excellent oral and written communication skills in English and Arabic.

Employment conditions: Full-time position, based in Amman, Jordan, with travel required on missions to Iraq and Lebanon on need basis.

2.  Project Coordinator

 

SUMMARY OF POSITION

The Project Coordinator is under the general supervision of the Project Manager and is responsible for delivery of administrative, procurement and logistics services provided by the project in Jordan, Lebanon and Iraq, including the provision of support to the LDI Mechanism.

KEY RESPONSIBILITIES

  • Procuring goods and services such as translation and interpretation services;
  • Providing logistical services (e.g., vehicle rental, travel arrangements and accommodation  mission planning, training and event planning…);
  • Coordinating the timely deployment of Technical Specialists;
  • Supporting the setting up and implementation of the LDI Mechanism;
  • Providing procurement of goods and services, including but not limited to procurement of Technical Advisers;
  • Providing advice on obtaining permanent accommodation, utilities, security, permits and other official documents;
  • Providing advice on local government documentation requirements visa and work permit, processes and other related services;
  • Developing a Procurement Plan and Operating Procedures Manual;
  • Integrating gender equality, environment and governance considerations into procurement documents.

JOB REQUIREMENTS

Education:     

  • Undergraduate degree (i.e. university bachelor or college diploma) in a relevant field such as business administration, engineering, or applied sciences from a recognized institution.

Minimum Experience:

  1. At least 6 years of relevant project coordination experience in a developing country, including delivery of projects / assignments of at least 12 months in duration;
  2. Relevant experience in Jordan, Lebanon and/or Iraq;
  3. Demonstrated experience in the following:
    • undertaking procurement for goods and services;
    • providing logistic services;
    • supporting the setting up and implementation of a Local Development Initiatives Mechanism (LDIM);
  4. Experience in a regional context is an asset;
  5. Fluency in English and Arabic.

3. Local Development Initiatives Coordinator

 

SUMMARY OF POSITION

The Local Development Initiatives Coordinator is under the general supervision of the Project Manager and is responsible for the delivery and managing all aspects of the LDI Mechanism.

KEY RESPONSIBILITIES

Development of the LDI Mechanism

  • Developing an Operating Procedures Manual, including management procedures;
  • Developing tools (brochures, outreach documents, due diligence checklists) and reporting guidelines and templates;
  • Ensuing the integration of cross-cutting themes (e.g. gender equality, environment and governance) in the design of the LDI mechanism;
  • Coordinating Technical Advisors’ inputs and services;
  • Identifying LDI eligibility and selection criteria;

Implementing and managing the LDI Mechanism

  • Launching and managing the selection process;
  • Preparing and negotiating funding agreement;
  • Managing funding agreements with recipients
  • Making recommendations regarding payments to recipients;
  • Supporting the delivery of the Sub-Projects with technical expertise;
  • Leading the development and review of key project documents;
  • Monitoring LDI Mechanism implementation, including conducting site visits and reviewing reports;
  • Coordinating external project monitoring, evaluating and auditing activities.

JOB REQUIREMENTS

Education:

  • Undergraduate degree (i.e. university bachelor or college diploma) in a relevant field such as business, finance, accounting,logistics, international development, procurement, project management, business administration, sociology, women’s studies, or applied sciences.

Minimum Experience:

  1. At least five years relevant project coordination experience in a developing country, including delivery of projects / assignments of at least 12 months in duration. 
  2. Relevant experience in Jordan, Lebanon and/or Iraq
  3. Demonstrated experience in the following:
    • Developing a Local Development Initiatives Mechanism
    • Implementing a Local Development Initiatives Mechanism (i.e. launch of call proposal, review of proposals, negotiations and management of funding agreements)
    • Monitoring and reporting on a Local Development Initiatives Mechanism/ grant initiative
  4. Fluency in English and Arabic
  5. Experience in a regional context is an asset
