SUMMARY OF THE PROJECT

In line with the Government of Indonesia’s (GOI) prioritization of increased access to clean water for residents across the country, the KIAT Water Hibah – Performance-based Grant (PBG) Pilot Activity project (the Project) aims to improve the performance and sustainability of local government (LG)-owned water utilities (PDAMs). The DFAT/KIAT-financed Project has been developed by DFAT, KIAT, and GOI teams to test and illustrate the effectiveness of a Performance Based Grant mechanism in stimulating tangible performance and service delivery improvements among PDAMs across seven key performance indicators (KPIs) and four key themes. The key themes are Governance, Operation Efficiency, Financial Management and Service Quality. The performance indicators to achieve the grants are Business Plans, Non-Revenue Water, Energy Efficiency, Operating Ratio, Billing Collection Effectiveness, Continuity of Supply and Water Quality.
  
SUMMARY OF THE POSITION
The purpose of the position is to provide support to PDAMS to communicate to customers that the water is safe for all household uses, including drinking, as part of KIAT’s Performance Based Grant Program’s broader Supplementary Component for Improved Disinfection of Water by PDAMs in Response to COVID-19. The Sr BCCS will be part of a team of three with two BCCSs.
  
KEY RESPONSIBILITIES
The Sr BCCS will work under the direction of Deputy Team Leader to achieve the two following objectives:

  1. Increase the trust of the community in the use of PDAM water as a source for bathing, cooking and drinking, in addition to general uses that will generate improved public health.
  2. Share the program successes through regional and national communications to other Indonesian cities not currently participating in the program.

Specifically, the Sr BCCS will undertake the following tasks:

  1. Oversee the work of the BCCS team and manage the input of the two BCCS and provide quality assurance for the outputs and reporting requirements.
  2. Analyse the target audience of this activity (i.e., the different consumer groups) and key messages regarding current vs. desirable behavior in what is related to water use and trust in the PDAM water through a form of consultations/surveys.
  3. Develop a gender sensitive behaviour change and communications (BCC) strategy that includes strategic implementation approach, key messages, tools and delivery channels, dissemination and knowledge sharing plan, and a management plan.
  4. Manage the implementation of the BCC strategy including:
    • Supporting PDAMs in establishing their presence on social media.
    • Provide PDAMs support in monitoring social media content and engagement.
    • Supporting any PDAM promotional activities through other media such as local TV or radio stations; newspapers, etc.
    • Implement a Monitoring and Evaluation plan for the BCC strategy.
  5. Prepare the final report for the assignment.

JOB REQUIREMENTS
Education:

  • A bachelor’s degree in communication, marketing, social marketing or related field and 7-10 years of experience developing education/communication material, implementing communication strategies, design and implementation of awareness raising and behaviour change campaigns.

Essential Skills:

  • Experience in stakeholder consultation and participatory work, including working with government and with CSOs.
  • Experience in capacity building/ skills transfer to local stakeholders.
  • Experience in targeting marginalized groups (i.e., women and low-income).
  • Professional level Bahasa and English and strong graphic design skills.
  • Able to work independently as well as member of a team. Ability to prioritize and organize task and priority to meet deadline.
