About the Project

The Technical Assistance Partnership – Expert Deployment Mechanism (TAP-EDM) aims to increase the capacity of Global Affairs Canada (GAC) to enable demand driven-deployments of Canadian expertise abroad on priorities related to the Feminist International Assistance Policy (FIAP) in response to expressed needs from national level institutions in ODA-eligible countries. TAP-EDM will offer a toolkit of technical assistance activities to meet expressed needs of national level institutions, which may include, but will not be limited to trainings, advisory supports, policy research, institutional development, and technical visits in a broad variety of domains.

 

About the Technical Assistance Initiative

The High Commission for Planning (HCP) is a ministerial structure under the authority of a High Commissioner for Planning, with the rank of Minister. It is the main producer of economic, demographic, and social statistical information in Morocco. It also conducts economic and social analysis and forecasting studies to inform decision makers. In accordance with Article 9 of Decree No. 2.19.452 of July 17th, 2019, establishing the organization of the National Commission for Sustainable Development (SDG), the HCP is responsible for reporting, monitoring and evaluation of the achievement of the Sustainable Development Goals (SDGs) in Morocco.

 

Following the adoption of Morocco’s new development model in April 2021, the HCP is consolidating its efforts to help support the implementation of its recommendations through the production of the relevant data and indicators, the use of its general computable model to simulate scenarios for achieving its goals, and the conduct of related analytical studies. The issue of women’s empowerment and gender equality is one of the strategic choices of the New Development Model “Inclusion and Solidarity” transformation axis.

 

The HCP is currently conducting several gender-focused projects, notably with UN Women and the European Union. Within the framework of UN Women’s “Counting Every Woman and Girl” program, the HCP has carried out a diagnosis of the current system used for producing gender statistics, in particular in order to identify its capacity to monitor and evaluate the SDGs. This diagnostic indicated that the availability of gender data is satisfactory, but that improvements are needed to analyze these data from a gender perspective. In particular, the HCP identified the issue of women’s place in the labor market and their access to decent work, as well as women’s economic empowerment, as areas where its analytical capacities should be strengthened. These are areas considered priorities for promoting equitable socio-economic development in Morocco.

 

This initiative complements projects undertaken with other partners mentioned above that focus on strengthening the HCP’s capacity to produce, analyze, and disseminate gender-specific and gender-sensitive statistics. It is also in line with Morocco’s progress and efforts to implement gender equality principles in accordance with its Constitution, Morocco’s international commitments, and its Governmental Equality Plan.

 

Role and Responsibilities

The main objective of the initiative is to support the HCP in providing gender-disaggregated evidence and analytical studies to contribute to the formulation, monitoring and implementation of public policies focused on gender equality and in line with the visions carried by the new development model, the SDGs and the 2063 agenda.

 

Based on the findings of a diagnosis of gender statistics in Morocco prepared by the HCP in collaboration with UN Women, the role of the Statistics Advisor will consist of providing technical support to the HCP to:

  • Conduct a diagnosis of the current system of statistical data collection and analysis using gender-based analysis+ (GBA+).
  • Develop and implement a capacity building plan (including group training as well as individual and institutional coaching) in statistical data collection and analysis following the completion of the GBA+ diagnostic mentioned above.
  • Using data from various sources, and taking into account GBA+ and intersectionality factors, build a database to map out salary structure and wages in Morocco.
  • Carry out, using the GBA+ approach, a study on women in the labor market and identify major trends in enabling/constraining factors, activity rates, unemployment rates, salaries, and access to positions of responsibility, in light of the recommendations of the new development model of Morocco and the MDGs.
  • Guide the development of a study on the elasticity of substitution between women and men by key sectors of economic activity.

The Statistical Advisor will also:

  • Prepare a detailed work plan, in close collaboration with HCP and Alinea International, monthly reports, technical papers, training materials, and a final report on the TAI.
  • Prepare terms of reference to guide the work of short-term experts and/or staff who will be mobilized for the proposed studies.
  • Produce a final report on the analyses conducted under this initiative.
  • Promote the PAT-MED project and share its experience with assigned Alinea International staff through public engagement activities before, during, and after the TAI.

Required Qualifications and Experience

  • University degree in statistics with a working knowledge of the social sciences
  • Minimum of 10 years of professional experience in mathematical modeling, planning, data collection and analysis, ideally related to the labor market
  • Good knowledge of the GBA+ methodology and its application to national or international development programs
  • Experience in training managers from the public or private sector
  • Excellent communication and adaptation skills
  • Fluency in French (required) and Arabic (asset)
  • Based in Canada
