Brief Description of Position

Cowater is currently recruiting a Team Leader for an upcoming project to Establish a National Procurement Institute in Afghanistan. Candidates must be fluent in English. The successful candidate will be based in Kabul, Afghanistan for a term of 1 year. 

Duties and responsibilities will include:

a) Co-ordinating the general day-to-day activities of the team

b) Acting as Chief liaison with client  regarding activities to be undertaken under the assignment 

c) Spearheading the rolling out of training systems

d) Leading the development of the strategic plan, budget plan, Work plan, and operational plan etc for the NPI

e) Meeting all reporting requirements (monthly, quarterly etc.)

            f) Establishing systems for the management of staff, books, materials, assets etc.

Required Qualifications:

  • Professional certification/qualification in Procurement
  • At least 15 years’ experience directly relevant to public procurement
  • Familiarity with World Bank and other donor procurement procedures
  • Demonstrated experience having led a team of procurement professional
  • Experience developing strategic and operational plans 

Desired Qualifications:

  • Fluent in Dari and/or Pashto
