SUMMARY ABOUT THE PROJECT

Cowater International is looking for the following specialists to complete its team for an upcoming project focusing on providing diverse operational support services such as procurement, financial, administrative, logistical services and supporting Local Development Initiatives (LDIs) and Funding Mechanism(s) in Myanmar.

1. Project Manager

KEY RESPONSIBILITIES

  • Ensuring overall quality and management of all services offered by the Project, in compliance with the Donor’s needs.
  • Leading development, reviewing and ensuring the timely submission of all project deliverables for the Project (including annual reports and work plans, operating procedures manuals, annual budgets and financial reports, etc.), as well as overseeing operating procedures manuals for the LDIs.
  • Managing the project and LDIs’ personnel and technical experts.
  • Supervising all administrative, procurement, logistics, and financial management services provided by the Project, including for LDIs.
  • Supervising the procurement of goods and services, including but not limited to procurement of technical advisers.
  • Ensuring quality and timeliness of work produced by technical advisers.
  • Reviewing, assessing, and approving external requests for support.
  • Reviewing and approving project budgets and financial reports.
  • Overseeing the development, management and monitoring of a mechanism that supports local development initiatives (e.g. grants, calls for proposals, etc.).
  • Ensuring the effective management and internal monitoring of project progress and results, solving problems when they arise.
  • Establishing and ensuring proper maintenance of the record keeping and filing system.
  • Regularly liaising with the Donor’s HQ, the Recipient Country Government’s Authorities or representatives, and other relevant project stakeholders.
  • Developing and maintaining relevant networks of stakeholders.
  • Providing strategic advice and other related services to the Donor.

JOB REQUIREMENTS

Education:

  • Bachelor’s degree or higher a relevant discipline such as political sciences, law, international, development, economics, finance, business administration, project management, social sciences, engineering, or applied sciences from a recognized institution.
  • A second degree completed in a relevant discipline, listed above, from a recognized institution is desirable.

Minimum Experience and Qualifications:

  • At least 8 years of project management experience in the international development field, including the delivery of projects / assignments of at least $1M in value and 12 months or more in duration between 2010 and the present.
  • At least 8 years of experience working in developing countries with a variety/diversity of stakeholders, preferably in Myanmar and/or the ASEAN member states and other Fragile and Conflict Affected States (FCAS).
  • Extensive experience managing administrative, financial, procurement, logistical and project coordination services.
  • Demonstrated experience supervising a local grants initiative.
  • Demonstrated experience developing operational documents including but not limited to manuals, procedures and policies or templates.
  • Strong knowledge and demonstrated experience in results-based project management.
  • Excellent oral and written communication skills in English.

2.Local Development Initiatives (LDI) Fund Coordinator

SUMMARY OF POSITION

The Local Development Initiatives Fund Coordinator is under the general supervision of the Project Manager and is responsible for the management and implementation of all aspects of the LDI Fund Mechanism.

KEY RESPONSIBILITIES

  • Developing an Operating Procedures Manual.
  • Supporting the development of key Project documents, including procurement plan as part of the initial work plan, annual work plans and reports.
  • Developing tools (brochures, outreach documents, due diligence checklists) and coordinating publications (e.g. specific notice for call for proposals).
  • Coordinating calls for proposals, including receipt of proposals.
  • Conducting preliminary screening according to formal selection criteria and making recommendations as well as providing secretariat support for the project review committee.
  • Preparing and negotiating funding agreements.
  • Supporting or conducting due diligence of short-listed proponents, e.g. administrative and programmatic.
  • Documenting approvals processes and funding decisions.
  • Preparing local contribution agreements or other financial instruments, based on established templates.
  • Ensuring proper maintenance of the record keeping and filing system of the LDIs Fund.
  • Working and maintaining relationships with local organizations.
  • Coordinating LDIs Fund activities with other stakeholders.
  • Providing any other LDIs Fund-related services, as required.

JOB REQUIREMENTS

Education:

  • Undergraduate degree (i.e. university bachelor or college diploma) in a relevant field such as business, finance, accounting, logistics, international development, procurement, project management, business administration, engineering, sociology, women’s studies, or applied sciences.

Minimum Experience and Qualifications:

  • At least 5 years relevant development project coordination experience in a developing country, including delivery of projects / assignments of at least 12 months in duration, between 2010 and the present.
  • Relevant experiences Myanmar or the ASEAN region.
  • Demonstrated experience in the following:
    • Logistical services
    • Support to Local Development Initiatives (LDIs)
    • Development of operational documents including but not limited to manuals, procedures, policies or templates
  • Fluency in English and Myanmar.
  • Experience in the ASEAN context is an asset.
