About: 

A specialist in the international field with 30 years of experience in more than thirty-five countries, including 10 years residence in Africa and close to two years in Haiti, Dr. LeBlanc is a Senior Consultant and Manager, with a core competence in governance and monitoring and evaluation. Sub-fields include law and development and regulatory frameworks, capacity development, in the environment especially, local government, parliamentary and other legislative strengthening, partnering and participation, communication, peace building, and human rights, especially the rights of the child in labour markets and war- torn societies. He has proven expertise in all aspects of the project development cycle including design, appraisal, feasibility, inception and management plan formulation, implementation and field management, technical advice, team building, problem solving, monitoring and evaluation. Proven leadership ability and excellent written and verbal communication skills in English and French.
