Canadian Leaders in International Consulting (CLIC) is an international management consulting company that provides responsive technical assistance and highly specialized capacity building solutions, project management, and training programmes to improve governance, strengthens accountability, and achieve results for all clients.

CLIC is looking for a talented, energetic and high achieving Monitoring and Evaluations Practice Manager with demonstrable Monitoring and Evaluation (M&E) experience to manage and conduct evaluations/assessments. As CLIC’s portfolio of Project grows, the M&E Practice Manager will ensure that CLIC’s internal Projects meet and align with all term of reference and programmatic design related to current and future projects and ensures that all M&E is conducted according to highest standards. As well, the M&E Practice Manager will be leading the implementation of monitoring and evaluation contracts. He/she will be also working closely with the Business Development Unit to identify and propose response to calls for proposal by Canadian and international organizations and governments for evaluations. The M&E Practice Manager will be part of the Management Team and is expected to play a role in growing the CLIC-EVALUATIONS portfolio of monitoring and evaluation, as well will identify consultants and new partnerships to achieve the targets.

He/she will work within a fast paced environment and with a dynamic group of professionals to ensure the successful implementation of several ongoing projects and evaluations. All actions undertaken by the Monitoring and Evaluations Practice Manager are guided by CLIC’s mission and values.

MAIN RESPONSIBILITIES

The M&E Practice Manager will be responsible for the development, administration, management, implementation and delivery of evaluations in CLIC’s countries of operation. More specifically, the M&E Practice Manager will carry out the following tasks:

·         Provide overall management for the design, implementation, and oversight of CLIC’s evaluations and assessments. In coordination with the Programs Director, manage and supervise evaluation life cycles of ongoing projects.

·         Identify opportunities and provide leadership on proposal writing with business development team.

·         Provide technical support in evaluation systems, Results-Based Management and project development.

·         Develop evaluation methodologies, evaluation matrices, data collection tools and protocols as required.

·         Provide evaluation oversight and quality control on all deliverables.

·         Develop project/programme monitoring plan and measure project progress against indicators

·         Support project/programme staff with effective use of tools and methodologies for planning, monitoring and reporting

·         Manage day-to-day client interactions in relations to evaluations.

·         Liaise with external evaluators and provide backstopping support to ensure timely implementation of evaluations and assessments.

·         Conduct data gathering, research and analysis of qualitative and quantitative data.

·         Report writing and editing as required.

·         When needed, and in coordination with the Programs Director, provide project management assistance on various projects/programs

·         In coordination with the Business and Partnership Development Manager, prepare evaluation proposal plans and methodologies.

 

QUALIFICATIONS AND REQUIREMENTS

Knowledge and Experience

·         Master’s Degree in international development, political science, social sciences or relevant discipline.

·         7-10 years’ experience, including field-based experience, in conducting and managing project/program evaluations and assessments in the international development context. Membership or certification in a professional evaluation association an asset.

·         3-5 years’ relevant work experience with an international development organisation that includes a proven track record in project management of development programs.

·         Experience in the preparation of evaluation reports for different audiences – technical, management, government, donors and other stakeholders.

·         Experience in managing international development projects/programmes in multi-stakeholders and complex environments is an asset. Experience managing directly or indirectly – particularly remote leadership – an asset.

·         Experience and knowledge of development issues in the Middle East and North Africa region an asset.

·         Experience in proposal development and writing is highly desired.

·         Fluency in English essential and one of the two languages; French and/or Arabic.

Skills and abilities

·         Entrepreneurial and willing to engage own network and that of CLIC to build business opportunities.

·         Advanced interpersonal and verbal communication skills, in particular to collaborate among an international and multidisciplinary team.

·         Strong analytical and conceptual skills to think and plan strategically and the ability to translate this into practical and feasible operational program planning both in written and verbal formats.

·         Strong Microsoft Office Skills. Demonstrated knowledge of SPSS and NVivo an asset.

·         Strong organisation and time management skills.

·         Demonstrated ability to work independently with minimum supervision.

·         Proven budgeting and financial management skills, including attention to detail and working with tight deadlines.

·         Problem-solving, coordination and facilitation skills.

·         Availability and willingness to travel.

·         Willingness to work irregular hours.
