Project Officer  

The Parliamentary Centre is hiring a Project Officer to support activities and oversee the implementation of its exciting new project Inclusive Legislatures for Gender-Responsive Policies (ILGRP) project based in three countries in Africa (Ethiopia, Ghana, and Togo). The project description can be found below. 

As the Project Officer, you will work in close collaboration with the teams in the country field offices in Ethiopia, Ghana, and Togo and be responsible for ensuring that the country-level projects are implemented in accordance with Global Affairs Canada and the Centre’s regulations. As such, you will coordinate cross-project activities, provide continuous support to the country-level staff to ensure the delivery of the annual work plan.

In collaboration with the Regional Director and ILGRP team members, you will actively participate in the development of the Project Implementation Plan, which includes developing pre-inception projects, planning, and carrying out inception missions in assigned countries, collecting and analyzing relevant baseline data, and writing sections of the final document.

In collaboration with the overseas field offices and partners, you will support the development of co-management approaches and tools to ensure effectiveness in-country project planning, implementation, monitoring, and evaluation, as well as maintain an overview of the political, economic, environmental, and social developments in assigned countries, with a specific focus on the democratic, inclusive thematic.

 

You will be fully bilingual and able to operate professionally in both English and French. You will report to the Regional Director, Africa, and MENA. The position is based in Ottawa, with potential travel to the field in countries (subject to the evolution of COVID-19-related travel restrictions). The job can be done remotely until restrictions on accessing the Ottawa office are eased. However, relocation support to Ottawa is not available. The position is open to those legally authorized to work in Canada. Visa support is not possible.

 

Starting date: Upon signature of the Contribution Agreement with Global Affairs Canada. (expected by mid-December 2021).

Duration: 5-year with possibility for extension contingent upon the continuation and renewal of donor funding.

Project implementation (in collaboration with the field offices

  • Participate in the coordination of the ILGRP project activities including supporting the implementation, monitoring, and reporting of ILGRP initiatives in project countries;

  • Contribute to the development of efficient and effective financial/administrative systems, tools, and procedures to support project implementation in project countries;

  • Direct management line with the field office managers and ensure a sound collaborative team work environment to ensure efficient and effective activities and results; including helping establish priorities, reviewing work plans, coordinating processes, and ensuring the quality of deliverables; 

  • Support the development of country-level annual work plans and budgets and prepare an overall annual work plan for the project;

  • Facilitate and review the preparation of ILGRP project TORS/agreements and ensure that they are developed using the Parliamentary guidelines and in accordance with the contribution agreement;

  • Support field office managers in preparing progress narrative and financial reports for their respective country projects, validate the quality of reports, and prepare the roll-up progress report for the overall project to be submitted GAC in accordance to reporting cycle;

  • Review field office mission plans, budgets, and mission reports for each activity. For Canadian missions, prepare mission plans/budgets and mission reports;

  • Coordinate the mobilization of Canadian expertise and support the field offices in the mobilization of local experts to provide training and coaching to country beneficiaries as required in the project activities; 

  • Review selected consultants and interns for given activities and projects in accordance with the Parliamentary Centre and GAC guidelines and procedures, and ensure quality and timeliness of delivery;

  • For Canadian consultants and project participants prepare terms of reference, negotiate terms and conditions and supervise contracts for consultants and interns;

  • Participate in regular monitoring missions to ensure that results, knowledge, and best practices arising from ILGRP project experience are regularly captured and included in RBM systems and in GAC reports.

 

GE/GBA+ (training will be provided)

  • Participate in ensuring that gender equality expertise is central throughout the project (i.e. from planning to evaluation phase);

  • Emphasize the responsibility for gender equality in consultants’ TORs and consultant contracts;

  • Regularly seek advice from and involve from the project Gender equality/CSO advisor(s)/Expert in project meetings, discussions, communications, decision-making, monitoring, and reporting;

  • With the Gender/CSO advisors/Expert, ensure the coordination of gender-related project activities;

  • Build systematic links between feedback and corrective action to adjust projectming;

  • Support the identification of key stakeholders to represent women’s rights and gender equality issues;

  • Integrate the key findings of the gender-based analysis in the outcomes of the project;

  • Ensure that gender equality outcomes are formulated that respond to gender issues in the specific context of the project;

  • Coordinate for gender equality outcomes and report on progress;

  • Support the implementation, and monitor the action plan in the different countries/ complex contexts;

  • Promote the collection and use of sex-age disaggregated and gender-sensitive data and ensure that participation of women and men in projects is monitored;

  • Promote significant participation of women and girls, especially in decision-making, throughout the life cycle of the project;

  • Collaborate with women’s organizations that advance women’s rights.

 

Knowledge management

  • With the Regional Director, identify potential knowledge sharing activities to enable partners, board, and associate members to present project results and connect to global networks.

Parliamentary Centre wide performance 

  • Contribute to the learning and knowledge-based orientation of the Parliamentary Centre;

  • Participate in committees and events as appropriate.

 

III. WORKING CONDITIONS AND ENVIRONMENT

This position is based in Ottawa. It will require flexible work hours and/or irregular hours during project delivery deadlines. During the COVID-19 pandemic, distance working protocols are in effect, with everyone working from their residence.

 

IV. KNOWLEDGE, SKILLS AND QUALIFICATIONS

  • Degree in political science, public administration, international development, international relations, African studies or equivalent professional experience;

  • At least 2 years’ experience in coordinating international development projects, preferably in the assigned countries/region of responsibility;

  • Experience in managing projects funded by Global Affairs Canada is required; 

  • Exposure to Gender/GBA+ approaches;

  • Experience in monitoring budgets, work planning and results-based management approaches 

  • Strong interpersonal skills;

  • Ability to work in highly collaborative, dynamic team in an outcome-focused, client service environment;

  • Concise and clear writing skills;

  • The capacity to operate in both official languages is required;

  • Ability to travel both domestically and internationally.

Inclusive Legislatures for Gender-Responsive Policies 

Ghana, Togo, Ethiopia

The five-year initiative (2021-2025) will support the partner parliaments to adequately assess the relevant gaps in their capacity and formulate, in a transparent and accountable fashion, their own detailed plans for strengthening their capacity to incorporate gender aspects across the exercise of their legislative, oversight and representation roles. 

Pursuing a holistic learning-by-doing approach, the project will assist the three parliaments in turning the plans into reality by supporting them to apply a gender lens to specific pieces of legislation, including budgets that each parliament is working on as well to the parliamentary oversight of specific aspects of the governments’ work. 

The project will include a substantial focus on engaging civil society groups as well as individual women and girls and having their voices taken into account in the decision-making process. Ultimately, these experiences will inform the development and institutionalisation of practices and tools aimed at making the parliaments’ legislative and oversight work more inclusive and responsive to the needs of women and girls. Engaging with three parliaments in a concerted effort will be an efficient way to provide support to their efforts to become more inclusive and responsive while also allowing for cross-fertilization and learning from each other’s experiences. Given that Ghana, Togo and Ethiopia present a mix of different governance and legal systems, their experiences can also provide an opportunity to identify lessons learned, best practices and models that can be of relevance and use across Sub-Saharan Africa.

 

The project is expected to have a direct impact on the capacity of at least 280 parliamentarians, out of which at least 153 women and at least 1000 parliamentary staff, out of which at least 400 women. About 47 civil society organizations representing women and girls will benefit from increased engagement in the legislative and oversight process along with an estimated 500,000 women and girls, the majority of which falling the category of poor and marginalized, who will be given the opportunity to share their views on specific pieces of legislation and/or provide direct feedback to decision-makers on how their lives are impacted by the implementation of specific government projects. Finally, by helping the parliaments of Ghana, Togo and Ethiopia build practical capacity to apply a strong gender lens to the execution of their legislative and oversight roles. The project will offer a deeper understanding of how governance challenges can be better addressed in achieving the goals of Canadian Government’s Feminist International Assistance Policy (FIAP), as well as larger internationally shared goals such as pandemic interventions and the SDGs.
