Senior Monitoring and Evaluation Officer, GEDSI, Indonesia (National) Readvertised
The Australia-Indonesia Partnership Towards an Inclusive Society (AIPTIS) is a $120m, 8-year investment (2020-28) that will contribute to the broader development goal of No one is left behind – more marginalised people participate in and benefit from Indonesia’s socio-cultural economic, and political development.
AIPTIS continues Australia’s support to Indonesia’s prosperity, building on advancements in the areas of gender equality and women’s empowerment, social inclusion, and civil society strengthening. This includes experience and lessons working in community-driven development, civil society programs, women’s empowerment, and inclusive development programs – most recently through MAMPU and Peduli. It also builds on decades of work by Indonesian CSOs and social movements, including the women’s movement to advance GEDSI.
AIPTIS supports the shared policy priorities of GoI and GoA. It is aligned with Pillar One of the Indonesia- Australia Comprehensive Strategic Partnership, and the associated Plan of Action, which commits to cooperation to “address poverty and inequality, promote women's leadership and empowerment on disability-inclusive development; the Stability Pillar of the Australia-Indonesia COVID-19 Development Response Plan; and the Government of Indonesia (GoI) Medium-Term Development Plan (RPJMN IV 2020- 2024). AIPTIS supports the RPJMN agenda of “enhancing the quality and competitiveness of human resources”, and specifically the RPJMN’s Gender Equality and Women Empowerment policy and its Social Inclusion policy direction. It also supports Indonesia’s commitment to the Sustainable Development Goals (SDGs), and the call to “Leave no one behind” in development, while responding to the impacts of the COVID-19 pandemic, including the disproportionate socioeconomic impacts on women and communities experiencing marginalisation as well as the potential threats posed to civil society spaces.
SUMMARY OF THE POSITION
The Senior M&E Officer (SMEO) will support a range of Monitoring and Evaluation tasks and be responsible for delivering their responsibilities in a timely manner to a high standard.
The SMEO will monitor, collect, triangulate, test and analyse data reported in the partners progress reports, carry out regular monitoring and partners assessments and assist the MERL Manager to arrange regular review/reflection activities and track performance indicators in the AIPTIS work plan.
Under the direction of the MERL Manager, SMEO will be responsible for:
- Routinely synthesizing monitoring information from partner reports, identifying key issues, and communicating findings to the Partnership Coordinator, MERL Manager and the wider team;
- Liaise routinely with the MERL Manager to ensure that program information needs are supported with data from the partners report, other M&E methods or through specific research studies.
- Contribute to AIPTIS internal and external reporting;
- In collaboration with the Partnership Coordinators (PCs) ensure timely and complete inputs of data from partners by using the prescribed template;
- In collaboration with PCs, ensure that all program performance indicators as set out in the Monitoring Evaluation Plan (MELP) are maintained and updated on a regular basis;
- Provide findings and recommendations to PCs regarding the requirements to conduct field monitoring.
- In collaboration with PCs ensure that partners collect stories of change on a regular basis and and upload the story to the management information system.
- In coordination with PCs and Grant Officers (GOs), support partners to use monitoring information by facilitating Participatory Analysis and Reflection (PAR) meetings
- Identify and report glitches/bugs in the MIS to be addressed by Senior Monitoring Evaluation & Information system (SMEISO) or the Management Information System (MIS) Advisor.
- In coordination with MERL Manager and SMEISO, explain, clarify, and troubleshoot any issues or problems regarding AIPTIS reporting requirements.
- In collaboration with PCs produce partner performance report summaries on a particular topic based on partner progress reports and analysis of monthly financial data provided by GOs;
- In coordination with the Communications team, support the facilitation of learning events for partners and other members of the AIPTIS team.
- Bachelor degree in project/program management, international development, research or a related field.
- Minimum 5 years work experience in working on similar program in a Monitoring and Evaluation position.
- Demonstrated good analytical thinking and writing skills.
- Exceptional written and verbal communication skills both in English and Bahasa Indonesia are desirable.

- Demonstrated experience with various approaches to program planning, monitoring and evaluation.
- Experience with quantitative and qualitative monitoring tools.

- Ability to use data analysis programs such as SPSS & Tableau is desirable.
