Duration of assignment: 4 weeks

The MERIT project is looking for a volunteer specialist in results-based management to assist our partner agency in Mongolia with their annual planning sessions. The specialist is to provide guidance on the introduction and application of the results-based approach to the agency’s planning, monitoring and evaluation (M&E) processes, as well as the introduction of RBM tools like baselines, outcome statements and performance indicators into the annual planning process. The specialist will also mentor the M&E unit Director and the partner agency’s Deputy Director in the use of RBM methods.

Specifically, the advisor will

  1. Facilitate an interactive capacity building workshop, which will include practical skills training to the M&E Unit staff and selected members of the M&E working group on planning cycle and implementation of the RBM approach into M&E plan.
  2. Coach and mentor the agency’s Deputy Director (who leads the M&E working group) and the M&E Unit staff on planning cycle including annual planning, budgeting, M&E and integrating the use of the results-based approach to M&E as an effective management tool.
  3. Additional RBM awareness sessions to other units (planning, reporting, public administration etc.) of the agency.
  4. Facilitate the introduction of better performance indicators.
  5. Help and mentor the agency’s senior officers to help them get more practical skills in RBM and become capable of leading the introduction of tools like baseline, outcome statements, key performance indicators into the agency’s annual planning process.

The TA will work closely with the MERIT staff in Mongolia and the agency’s M&E Unit Staff. This is an important assignment in a number of assignments focusing on increasing the awareness and understanding of international results-based approach to M&E and encouraging senior management to commit to the integration of RBM principles and tools into the monitoring and evaluation function for strategic planning and reporting purposes.

This assignment is contingent on previous assignment results and the potential TA will be in contact with MERIT office closer to assignment date and agree on the final mandate.

Qualifications:

  • Experience working with RBM in a Canadian government setting and able to provide advice on best practices
  • Experienced facilitator and interactive trainer
  • Senior executive officials with years of experience working in government is preferred.
  • Open to retired, semi-retired or working professionals who are able to take 4 weeks off work.

Expenses:

Once selected, your flights (economy), accommodations (in-transit and on-site), meals (in-transit and on-site), transportation costs, vaccinations, travel insurance and incidentals will be covered by CESO for the duration of the 4-week assignment.

Canadian Executive Services Organization (CESO) and World University Service of Canada (WUSC) are working in partnership to implement the Mongolia: Enhancing Resource management through Institutional Transformation (MERIT) initiative. MERIT is a multi-year initiative (2016-2022) that will enhance the public sector management of the Mongolian extractive sector to maximize its contribution to sustainable economic and social development.
