Agriteam Canada is searching for a full-time Canadian Field Advisor (FA) based in Kiev, Ukraine, to support the implementation of a Juvenile Justice Reform in Ukraine. Project Overview: The Ukraine Juvenile Justice Reform Project (UJJRP) is a DFATD-funded technical assistance and capacity development project that supports Ukraine in developing a more effective and responsive juvenile justice system, in line with international standards. The project is now entering its fifth year and has been extended to 2017. Through developing a system which incorporates international best practices, effectively protects the right of children in conflict with the law and supports their rehabilitation and reintegration, the Government of Ukraine hopes to reduce the level of youth crime and more effectively address the rights and meet the needs of Ukraine’s youth, their families and society. Description of primary responsibilities: The FA will lead the management and technical team in Ukraine for implementing UJJRP, including supervising project personnel and ensuring that high quality technical assistance is provided in a manner consistent with the objectives of the project. As an expert in the field of youth justice or a related field, the FA will provide leadership and technical expertise, in coordination with the other Canadian and Ukrainian technical advisors, for developing a Ukrainian model of a youth justice system in line with international standards and incorporating international best practices. The FA will also support the effective management of UJJRP and assist the CPM and the Canadian Executing Agency consortium to meet all requirements of sound project management on behalf of DFATD, including documentation and reporting (annual work plans, semi-annual and annual progress reports, etc.), relationship building (national and regional level government counterparts, government and non-government stakeholders, DFATD, other bilateral donors and multilateral agencies), staff supervision, performance appraisal, support and monitoring of short-term consultants, and internal project monitoring. The Field Advisor will report to the Project Manager for UJJRP, based in the Agriteam office in Canada. The required qualifications and experience are: > Degree in law, or in a field related to youth justice (e.g.,criminology, social work) > Relevant work experience in the legal sector, or in a field related to youth justice > Experience working with DFATD or other donor-funded projects > At least eight to ten years experience in positions of similar responsibility > Advanced knowledge and understanding of youth justice > Proven experience leading and managing teams > Experience planning, delivering and managing legal reform projects > Experience developing and implementing annual work plans > Experience in facilitation and use of participatory approaches > Experience with capacity development strategies and institutional strengthening > Experience liaising and coordinating with a variety of stakeholders including governments, non-governmental organizations, judicial and academic institutions and civil society > Excellent interpersonal skills and human relations capacity > Experience working in developing countries or countries in transition; experience in Eastern Europe, preferably in Ukraine, is an asset > Excellent command of English (written and spoken) is essential; fluency in Ukrainian and/or Russian is an asset. Location: Kiev, Ukraine, with frequent travel within Ukraine. Duration of Assignment: The contract is for a period of two (2) years, contingent upon satisfactory completion of a six-month probationary period.
