Objective: Presenting IDEA’s international experience in using technology developments to advance democratic processes and citizen engagement

Flow of session:

  1. The promise of ICT for democratic development (direct democracy, constitution building, electoral democratic processes, digital rights),
  2. The difficulties encountered (inclusion/exclusion, censorship/suppression, the problem of the noise being greater than the signal (“no” campaigns predominate more generative “yes” campaigns)
  3. Promising practices and implications for development professionals


Jonas Frørup Mikkelsen has worked in management of Inter-governmental organizations since 2005, when he joined the International Development Law Organization (IDLO) in Rome, Italy. Previously he worked in the financial services sector in his native Denmark. He is currently Head of Finance and Strategic Planning at International IDEA.
