Background:
 
World University Service of Canada (WUSC) and Canadian Leaders in International Consulting (CLIC) have been jointly awarded a grant from Global Affairs Canada to implement a five-year project entitled “Bolstering Reconstruction in Iraq through Development, Growth and Employment” (BRIDGE). The goals of BRIDGE is to improve employment for male and female youth and adult women in Iraq.  Recognizing the urgent need for short-term stabilization in Iraq, this project will support the transition to new livelihoods for conflict-affected male and female youth and adult women while preparing Iraq for long-term provision of much needed technical and vocational trade skills. 
 
Building on the TVET sector reform already underway in Iraq, implemented by UNESCO, BRIDGE will work closely with the Ministry of Labor and Social Affairs (MOLSA) and its Vocational Training Centers (VTCs) which provide 6 months, semi-skilled training programs to unemployed beneficiaries. BRIDGE will improve employability by supporting participating VTCs to offer Competency Based, market-driven, gender-sensitive training as well as include new training elements such as internships. In this way, the Project will support the ongoing TVET reform and improve Vocational Training Education through direct field implementation. 
 
Nature and Scope
 
The WUSC/CLIC Consortium opened an office in Baghdad. A second office serving southern Iraq (in consideration of geographical balance among participating VTCs and Governorates) will open shortly in Basrah. Work in the Newly Liberated Areas (NLA’s) is scheduled to begin in Anbar this fall. BRIDGE is guided by the national TVET Reform Committee which acts as an Advisory Committee to the Project. It also works closely with MOLSA’s Implementation Committee, and has established a strong collaboration with the UNESCO Project. 
 
BRIDGE is seeking to hire a TVET Advisor that will support the project team in validating ideas and demands against best international practices, accessing information and providing research, and providing general guidance when assessing technical options and opportunities in the field. The support provided by the consultant will be mostly home-based, with the option of travel to Iraq if needed.  
 
Key responsibilities and tasks
 
Working closely with BRIDGE Project Director and Deputy-Director in Baghdad, the TVET Expert will:
  • Advise the BRIDGE Deputy Director on the training and capacity building programs for MOLSA and VTC staff, management and faculty;
  • Provide analysis and recommendations that can feed into the development and implementation of the training programs to be delivered by the Ministry of Labour and Social Affairs (MOLSA) and up to 16 of its Vocational Training Centers.  
  • Provide critical feedback on planned activities eg. TORs and Annual Work Plan for 2018-19 and help with future recruitment by identifying potential experts;
  • Coach staff to successfully address complex situations the field team and its partners may encounter;
  • Review the proposed strategy developed by the BRIDGE team that highlights some of the main entry points and opportunities for BRIDGE to contribute to, and strengthen, the TVET sector reform, and respond to requests for information and clarification about general TVET approaches, methodologies and processes applied globally which may be relevant to Iraq;
  • Advise and guide the Consortium Management Committee including representatives of WUSC and CLIC, the Project Director and the Deputy Director on how the BRIDGE project can best feed into and contribute to the TVET sector reform in Iraq with a special emphasis on work with the private sector, job creation and sectors of priority for skills training;
  • Review training program documents such as training guidelines and curriculum in the selected sub-sectors as they are being designed and advise the BRIDGE team in Baghdad on relevancy;
  • Advise the BRIDGE Deputy Director and other relevant BRIDGE staff on the approach to the involvement of the private sector with TVET providers;
  • Provide ongoing advisory service to the BRIDGE team as they design, develop and implement the capacity development, training and TVET sector reform activities of the project.
  • Participate in monthly (skype) Program Team Meetings;
  • Address requests posed by the Field Team relevant to guidance and advisory services provided through this contract for the Project’s successful implementation.
 
Level of Effort:  Up to 20 days between July 2018 – March 2019
 
Deliverables 
  • Participation in monthly Program Team Meeting
  • Monthly reporting (brief) summarizing advisory services provided
Qualifications 
  • 10 years technical experience in the general TVET sector
  • 5 years (min) experience in the international TVET sector reform at both the policy and the implementation levels
  • Demonstrated sensitivity to and experience regarding Gender Equality and integration of females into technical and vocational training programs
  • Demonstrated experience in linking the private sector with the TVET sector and in developing and implementing skills training programs and curriculum which meet market needs
  • Demonstrated knowledge and experience in capacity building of TVET sector stakeholder management, administrators and instructors in Government ministries and in training institutions
  • Knowledge of international agencies involved in the development of Vocational Training Education such as UNEVOC-UNESCO, ILO etc.
  • Understanding of issues challenging VTE in the MENA Region
  • Willingness to travel to Iraq if deemed necessary to conduct meetings with BRIDGE staff and local TVET sector stakeholders
  • Strong English communication and writing skills
  • Arabic language skills a definite asset
