Mennonite Economic Development Associates (MEDA) invites applications for a full-time Program Manager, Monitoring and Impact Measurement to join the Cross Cutting Services team. The Program Manager, Monitoring and Impact Measurement (MIM) is responsible for designing, implementing and supporting MIM systems for MEDA’s international programming. This position is also responsible for developing strategies; delivering training; providing technical assistance; managing databases; developing data collection tools; conducting data analysis using statistical software and writing reports. International travel is a requirement for approximately 90-100 days per year. The preferred location is Waterloo, Ontario with an ideal start date of January 2019. 

RESPONSIBILITIES:

Monitoring and Impact Measurement

  • Design, implement and manage monitoring and impact measurement systems that allow accurate, reliable data gathering and reporting for MEDA's business and economic development programming.
  • Use online platforms for data storage, analysis and reporting.
  • Introduce innovative MIM methodologies with a focus on quantitative measurements.
  • Provide technical guidance and support to ensure program performance is systematically monitored and data for key indicators are collected, analyzed and reported using statistical data techniques and softwares.
  • Review and evaluate new proposal opportunities and prepare/contribute to proposals as required.
  • Apply Results Based Management (RBM) principles and methodologies in performing MIM activities.
  • Identify and document best practice examples of Monitoring and Evaluation in international economic development related projects with a focus on statistical impacts.

Capacity Development/ coaching of field MIM staff

  • Strengthen field offices in the delivery of effective MIM programming, training, communication and the management of policies and guidelines. 
  • Work with local project staff and external consultants as needed, to coordinate, organize and manage MIM systems.
  • Ensure field-level policies are prepared, approved and implemented in accordance with MEDA's policy requirements.

Technical Leadership

  • Contribute to technical leadership through various activities including: teaching engagements, consulting assignments, publications, industry contributions and developing staff expertise.

Any other duties and/or requirements as assigned.

QUALIFICATIONS:
 

  • University degree, ideally a Masters’, in Business Administration, International Development,
    Economic Development, or a related field.
  • Minimum five years’ program management experience, ideally within international and/or economic development.
  • Appreciation and support of MEDA’s faith, vision and values.
  • Demonstrated technical expertise and experience in measurement and evaluation including: analysis/assessment, developing/implementing strategies, developing tools and conducting training.
  • Significant experience using online data collection platforms (e.g. iForm, MS Forms, Google Forms, etc.)
  • Significant experience using cloud-based data storage, gathering and analysis (e.g. CRM, PowerBI, etc.) 
  • Experience with/knowledge of innovative impact assessment approaches such as randomized control trials, rapid assessment, participatory evaluation, etc.
  • Familiarity with bi- and multi- lateral government agencies, donors, non-governmental 
    organizations and other development agencies.
  • Willingness to undertake extensive international travel.
  • Advanced knowledge of RBM principles and methodologies.
  • Experience of developing and implementing gender responsive MIM systems.
  • Demonstrated experience of using statistical software including 'R', SPSS/PSPP and Access.
  • Strong team building, relational, interpersonal and communication abilities and skills.
  • Proficiency in French and/or Spanish is an asset.
