Cowater International Inc. will implement an upcoming project Women Empowerment and Political Participation in Khyber Pakhtunkhwa (WEPP-KP) which aims to increase the political participation and enjoyment of rights by women, particularly young and marginalised women and those at-risk.

Summary of position

The purpose of this consultancy is to draft the Rules for Women Property Act 2019 in collaboration with the KPCSW.

Key responsibilities 

The consultant will achieve the following objectives:

  • Engage with KPCSW in the drafting of Rules for Women Property Act 2019;
  • Draft the Rules for Women Property Act 2019 in close consultation with KPCSW, SW, SE & WED and the Department of Law; and
  • Validate with stakeholders and finalize the draft Rules for Women Property Act 2019.

The consultant will review the rules of other special laws related to women, to understand the standards used and draft the rules in conformity of the KP Government Rules of Business. The Drafting of Rules should be participatory and consultative. The consultant will conduct consultation meetings with KPCSW, SW, SE & WED and the Department of Law in advance of and during the drafting of the rules. It is expected that the drafting of the rules will be built around broad consultation to help validate, expand and improve the formulation of the draft rules.

Job requirements

Education:

  • Advanced degree in Law, LLB/LLM, policy-making or related discipline;

Minimum Experience:

  • A minimum of ten (10) years’ experience in drafting Rules, Regulations and Laws for Government in Pakistan;

Essential Skills:

  • Well versant on KP Government rules of business;
  • Demonstrated knowledge of legislative drafting principles and practices;
  • Demonstrated knowledge of the methods and machinery of the Government of Khyber Pakhtunkhwa;
  • Demonstrated knowledge of and ability to interpret legislation, Public Service Rules and Regulations and Operating Procedures;
  • Excellent written and oral communication skills in English;
  • Strong interpersonal skills and the ability to communicate and work well with diverse people;
  • Experience with gender equality, women’s empowerment and human rights-related laws is a distinct advantage.
