 WUSC is currently looking for a Senior Global HR Officer to provide technical expertise in the areas of global compensation & benefits.

BACKGROUND

WUSC (World University Service of Canada) is a Canadian non-profit organization working to create a better world for all young people. We bring together a diverse network of students, volunteers, schools, governments, and businesses who share this vision. Together, we develop education, economic opportunities and empowerment solutions that overcome inequality and exclusion for youth around the world, particularly young women and young refugees. WUSC currently works in 25 countries across Africa, Asia, the Middle East, and the Americas, with an annual budget of approximately CAD $40 million. We have over 90 staff in our Ottawa office, and over 200 people in our offices in other countries, implementing over 20 development initiatives in collaboration with Global Affairs Canada, the UK Foreign Commonwealth Development Office (FCDO), the Mastercard Foundation, the World Bank, the African Development Bank and other donors. 

RESPONSIBILITIES

Under the supervision of the Director Human Resources, the  Senior Global HR Officer will contribute to WUSC’s overall HR strategy, legal and procedural compliance, and talent management in Canada and internationally.  The Senior Global HR Officer will be part of a collaborative team, partnering with, and providing support to, managers  to ensure compliance with international and national labor laws in countries where WUSC operates, help research and analyze trends in global and local compensation and total rewards, and assist in drafting and managing contracts for both local and international employees and consultants.

 More specifically, the Senior Global HR Officer  will be responsible for:

Global Compensation Policy & Procedures 

  • Developing and implementing a WUSC compensation policy, procedures and salary administration guidelines;
  • Leading and facilitating global compensation initiatives, implementing changes or improvements to WUSC’s global compensation practices;  
  • Developing communication products and Intranet web content on global compensation topics and facilitating employee information sessions in cooperation with the HR team and Country Directors;
  • Ensuring that WUSC’s compensation policies and practices are in full compliance with the policies and requirements of WUSC funders;
  • Supporting the coordination and collaboration between finance, supervisors and HR as it relates to compensation;
  • Providing support to new WUSC Country Offices, such as supporting Country Directors in the development of the country specific personnel policy manual, contracting templates, salary scales and benefits packages;
  • Providing support to Global teams on HR best practices as it relates to promotions, title changes and salary increases. 

Global Compensation Analysis & Recommendations 

  • Analyzing trends, participating in compensation surveys, keeping up-to-date on new legislation, and developing strategies and tools to support WUSC’s global compensation practices;
  • Providing recommendations to Global teams regarding benefits  for Locally-Engaged Staff and ensure the overall package remains competitive in local markets and provide expert advice in the benefits management area;
  • Providing analysis of salary increases, fluctuations in cost of living and purchasing power. 
  • Collaborating with Global teams in the implementation of the salary structure for Locally-Engaged Staff in Global Offices;
  • Conducting annual pay equity analysis for management;
  • Provide decision making support to the Director, HR and supervisors on compensation matters;
  • In collaboration with the Director, Human Resources, liaising with WUSC’s staff-lead Anti-Discrimiation, Diversity and Inclusion committee on issues related to pay equity.

Organizational Design and Job Classification

  • Conduct job evaluations to maintain internal relativity and equity according to WUSC’s compensation practices and processes;
  • Make classification recommendations to the Director of Human resources, Country Director and the Executive Director, as applicable;
  • Provide advice on organizational design, job descriptions and job structure at WUSC;
  • Participate in resource planning and allocation of resources with  Programs, Finance and HR.

Other Relevant Activities 

  • In cooperation with the HR team, participate in other relevant tasks aimed at improving efficiency of HR processes, monitoring and reporting obligations.

QUALIFICATIONS AND COMPETENCIES

Education

  • Bachelor of Arts degree in a relevant field or a combination of education and professional experience. 
  • A certified compensation professional designation is an asset. 

Experience & Competencies

  • Minimum of five years experience in human resources or a related field with a focus on global compensation;
  • Experience working in the international development sector would be an asset;
  • Strong skills in compensation, benefits, classification and regulatory and legal compliance; 
  • Strong understanding of Canadian laws and knowledge of diverse labour laws of other countries is a strong asset;
  • Advanced skills in Excel, PowerPoint or Google Sheets or Google Slides;  
  • Proficiency in Google systems, MS Office and experience with HR systems;
  • Strong analytical skills and attention to detail;
  • Sound understanding and experience in international human resources issues;
  •  Outstanding collaborative, communication and interpersonal skills
  •  Strong writing skills
  • Great problem-solving and decision-making skills
  • Impeccable integrity and reliability
  • Curious, enthusiastic and willing to innovate and adapt.

Languages

  • Complete fluency in English is required. Fluency in French is a strong asset.
