CAIDP Participation in OECD-DAC mid-term Review of Canada’s Development Cooperation

In September CAIDP received an update from the OECD-DAC

CAIDP board member Evan Due was thanked for making himself available to contribute views to our mid-term review of Canada’s development co-operation and informed that:

In July CAIDP Board member Evan Due represented our community at a virtual review meeting 

During the meeting he shared our views and perspective on Canada’s development co-operation specifically around the following points:

  • The most important improvements Canada has made to its development co-operation system since the 2018 peer review and critical challenges which remain.
  • The extent to which the partnership between Global Affairs Canada and civil society organisations (CSOs) empowers CSOs as agents of change and independent actors in their own right.
  • In particular, the extent to which changes to Global Affairs Canada’s approach to grants and contributions are making international assistance efficient, effective and innovative
  • The extent to which Global Affairs Canada’s policies, guidance and tools provide sufficient direction for staff and partners to enable them to implement the feminist international assistance policy.

In June CAIDP was invited to participate in the OECD’s Development Co-operation Directorate mid-term review of Canada’s development co-operation

Mid-term reviews occur around three years after each formal Development Assistance Committee (DAC) peer review and provide an opportunity to touch base with each DAC member on changes to their development co-operation system since the last review and progress implementing the review’s recommendations. They also provide an opportunity to consult with key stakeholders.

In advance of the mid-term review, Global Affairs Canada provided OECD-DAC with an update of changes since 2018 and a report outlining progress implementing the review’s recommendations.
