CONSULTANCY OPPORTUNITIES
 
CLIC-Consultants, a private international development consulting firm based in Ottawa, Canada, in partnership with Baastel, a private consulting firm based in Gatineau, Canada, has been shortlisted to submit a bid to GIZ and is seeking to recruit a team of Experts for the project “Context Monitoring System for GIZ in Anbar and Nineveh, Iraq”. Pending a successful bid process, the 5 project team experts below will be hired and will be based in Irbil, Kurdistan Region of Iraq, for a period of one year beginning about June 2020 with possibility of renewal of the contract. Team leader (international long-term expert: 30% time requirement)
 
Tasks of the team leader:
  • Overall responsibility for the delivery of services by the contractor
  • Ensuring the coherence and complementarity of the services of the contractor, especially with regard to data collection and reporting on Ninewa and Anbar regions as well as with other services delivered by the programme at local and national level
  • Personnel management, in particular identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short-term experts
  • Consideration of cross-cutting themes (e.g. gender equality)
  • Ensuring results monitoring is conducted
  • Regular reporting in accordance with deadlines
  • Responsibility for controlling the use of funds and financial planning in consultation with GIZ’s officer responsible for the commission
  • Supporting the officer responsible for the commission in updating/adapting the project strategy, in evaluations and in preparing a follow-on phase
Qualifications of the team leader:
  • Post-graduate university qualification
  • Good business language skills in English
  • Strong Arabic language skills
  • 5 years of professional experience in the Development, Peacebuilding or Humanitarian sector
  • 5 years in designing and conducting M&E for humanitarian, development and or transitional aid projects in fragile contexts.
  • 3 years of experience in management or remote management of humanitarian, development or transitional aid projects
  • 5 years of management/leadership experience as project team leader or manager in a company
  • 2 years of working experience in projects in fragile states or Iraq
  • 2 years of experience in Development Cooperation projects
 
Expert 1 (international long-term M&E expert: 100% time requirement)
 
Tasks of expert 1
  • Expert 1 will lead and coordinate the design, management and overall research methodology of the monitoring system for Ninewa and Anbar.
Qualifications of expert 1
  • Technical qualification (MA/MSc) in regional, social or political sciences.
  • Good business language skills in English
  • Arabic language skills highly desirable
  • 3 years of experience in either the aid, development, humanitarian or transitional aid sector
  • 3 years of experience, in total, in working in fragile contexts, hostile areas and managing remote data collection, and M&E systems
  • 1 year of experience in leadership or management role
  • 2 years of experience working in projects in fragile contexts or Iraq
  • 2 years of experience in research methodologies.
Expert 2 (international long-term M&E expert: 100% time requirement)
 
Tasks for expert 2
  • Expert 2 will focus on Ninewa region and be responsible for:
− Data processing
− Analysis
− Report writing
 
Qualifications of expert 2
  • Technical qualification (MA/MSc) in regional, social or political sciences.
  • Good business language skills in English
  • Arabic language skills highly desirable
  • 3 years of experience in either the aid, development, humanitarian or transitional aid sector
  • 3 years of experience in data processing, context and political analysis and report writing
  • 1 year of experience working in Iraq (or equivalent experience)
Expert 3 (international long-term M&E expert: 100% time requirement)
 
Tasks of expert 3
  • Expert 3 is supposed to mirror the tasks of expert 3 and focus on Anbar region and thereby be responsible for:
- Data processing
- Analysis
- Report writing
 
Qualifications of expert 3
  • Technical qualification (MA/MSc) in regional, social or political sciences.
  • Good business language skills in English
  • Arabic language skills highly desirable
  • 3 years of experience in the aid, development, humanitarian or transitional aid sector
  • 3 years of experience in data processing, context and political analysis and report writing
  • 1 year of experience working in Iraq (or equivalent experience)
Expert 4 (National long-term Data Management and IT expert: 100% time requirement)
 
Tasks of expert 4
  • Development of data management platform/dashboard
  • Support of IT-related functions of the data management platform
  • IT- and technological backstopping of the service delivery in general, regular exchange with GIZ M&E and IT-units
Qualifications of expert 4
  • Technical qualification (BA/BSc) in a computer science, IT, software engineering or programming
  • Good business language skills in English
  • Fluent in Arabic
  • 3 years of experience in either the aid, development, humanitarian or transitional aid sector
  • 3 years in total of experience of IT systems for data collection and software programming for designing, developing and maintaining data management platforms, processing of data and analysis.
  • Experience in report-writing. experience in processing through knowledge management platform (or similar).
