Cowater is seeking a Human Resources Management Expert for a Global Affairs Canada-funded proposal focusing on Public Administration Reform and Institutional Development in Peru.

SUMMARY OF POSITION

Cowater is seeking a Human Resources Management Expert for the upcoming Global Affairs Canada-funded MODSERV project in Peru. MODSERV will work to improve national, regional and local civil services in Peru, including at the regional government level. The position will be part-time and Canada based with based with regular travel to Peru.

JOB REQUIREMENTS

Education:

  • Post-graduate degree in a discipline related to human resources, public administration or other area specifically related to the management or Capacity Development of the human resources, organizational staff or training, teaching and pedagogy in the workplace
  • Additional training and education experience in the following fields will be considered an asset (Human Resources, Andragogy, Gender Equality and Women's Empowerment, Inclusion, Information and communication technologies, Quality Assurance, a recognized HR designation such as CPHR)

Key Experience:

  • At least 5 years (and preferably 10) of experience in Human Resource Management;
  • Significant experience working with various types of stakeholders to implement development programming;
  • A minimum of 3 years of experience supporting Human Resources reforms on international development programming, with experience in Latin America being a significant asset;
  • Substantial experience designing and implementing an inclusive and gender-sensitive HR development strategy;
  • Substantial experience designing and implementing HRMS policies and tools (such as manuals, guidelines, plans, compensation structures, selection and promotion rules and procedures, and salary scales);
  • Substantial experience producing and providing inputs for the development of HR training frameworks, programs and training modules aimed at the managerial staff of a private or public entity, as well as the implementation of the training.
  • Language Requirements: Fluency in either English or French and professional proficiency in Spanish;
  • Previous experience working with Global Affairs Canada funded programming is preferred;
  • The ideal candidate will have experience implementing and overseeing international development programming in Peru.

Essential Skills:

  • Assist in the design and implementation of an inclusive and gender-sensitive Human Resources (HR) development strategy,
  • Assist in the design and implementation of HRMS policies and tools (such as manuals, guidelines, plans, compensation structures, salary scales, selection and promotion rules and procedures) based on Peru's Civil Service Law and other related laws, decrees and regulations;
  • Producing and providing inputs to the design and development of HR training frameworks, programs and training modules aimed at the managerial staff, and assist in the implementation of the training;
  • Assist in the development and implementation of an inclusive and gender-sensitive HRMS in Peru;

Employment conditions:  The position is long-term and part-time. Applicants will be Canada-based with intermittent travel to Peru. Only applicants who are legally able to reside and work in Canada will be considered.
