Position Location: In-Person based in Phnom Penh, Cambodia
 
Summary of Position:
Cowater is looking for an experienced Country Manager to support our in-country program delivery, strategic positioning and continued growth of our donor-funded program portfolio in Cambodia, as well as the Mekong region, as required.

The position provides leadership, management, and oversight of the Cambodia/Mekong region portfolio including business development, client relationship, people management, financial and operational support, security and risk, and technical backstopping.

The Regional Manager will work in partnership with our HQ teams responsible for our core clients (DFAT, GAC, FCDO), and technical service lines (Governance, Trade and Economic Reform, Gender, Disability and Social Development, Human Development, Climate Change and Environment, Monitoring and Evaluation).
 
Key Responsibilities:
 
Corporate Initiatives and Operations (5%)

  • Cowater legal representative in Cambodia
  • Maintain Cowater operations in Cambodia
  • Support key client relationship management, marketing, and communications
  • Establish close working relationships with Cowater division leads

Business Development (20%)

  • Champion business development efforts in Cambodia and the Mekong region
  • Build and maintain Cowater’s reputation with existing and prospective clients in the region
  • Update and maintain a roster of relevant consultants in the Mekong region
  • Provide technical inputs into proposals in relevant areas

Program Management, Leadership and Technical Input (75%)

  • Act as a Project Director, Country Manager and/or Contractor Representative on our Cambodia programs and potentially other programs in the Mekong region in areas of Gender, Disability and Social Inclusion (GEDSI), decentralization, regional and local development and economic development.
  • Provide onsite management and leadership of Cambodia program team(s), remote management of other programs in the Mekong region, as required
  • Support relationship management and engagement with Royal Government of Cambodia counterparts
  • Provide operational support to programs
  • Build effective working relationships with clients from a wide range of professional and cultural backgrounds; provide troubleshooting guidance where required
  • Monitor and communicate key program risks and issues, updates, and milestones to Cowater and stakeholders, clearly, concisely and in a timely fashion
  • Work effectively in politically sensitive and challenging environments and apply Cowater's duty of care and safeguarding policy
  • Perform additional tasks and field missions according to the needs of Cowater

Experience Profile

  • Minimum of 10 years of experience with progressively more responsibility relating to program management and business development in the international development sector
  • Experience managing and directing new or existing international development programs/projects, including:
    • Supervising and coordinating inputs from field and HQ team members
    • Performing quality control on all deliverables
    • Engaging in recruitment of program/project staff
    • “Hands-on” rigorous management of budgets, contracts and schedules
    • Maintaining clear and open communication lines between HQ, the field and clients
  • Minimum 5 years working experience in Southeast Asia, Cambodia experience considered an asset
  • Experience with international donor reporting requirements
  • Technical expertise in one or more of the following areas is considered an asset
  • Governance, Trade and Economic Reform
  • Gender and Social Development
  • Human Development
  • Climate Change and Environment
  • Monitoring and Evaluation
  • Domestic revenue reform and PFM
  • Previous experience as a Team Leader / Contractor Representative / Country Manager for a development consultancy working with donors such as DFAT, GAC, EU will be considered an asset

 
Required Qualifications:

  • A Master’s degree in a relevant discipline (project management, economics, political science, international development, business administration, etc.) or equivalent experience.

 
Required Skills:

  • Excellent writing skills (reports, work plans, proposals)
  • Strong financial management skills
  • Strong managerial and organisational skills
  • Strong interpersonal and communication skills

 
Language:

  • Ability to work in English is required, ability to work in Khmer or Vietnamese considered an asset
