Introduction to CTIF

The Canadian Trade and Investment Facility for Development is a seven-year, CAD $11.6 million demand-driven program aligned with Canada's Feminist International Assistance Policy (FIAP) to support sustainable trade and investment-related policy reforms and economic development initiatives that promote women's empowerment and inclusive growth and have a high potential to reduce poverty in ODA-eligible developing countries in the Asia-Pacific region. CTIF provides technical assistance based on the needs identified by potential beneficiaries and according to an assessment process jointly administered by the CTIF team and Global Affairs Canada (GAC). Technical assistance is provided by independent suppliers that specialize in the specific services being requested by the beneficiary. Cowater International (www.cowater.com) and the Institute of Public Administration of Canada (www.ipac.ca) jointly implement CTIF on behalf of the Government of Canada.

Summary of assignment

The Government of Fiji acknowledges that the extent of informal and vulnerable employment among women and issues that are faced by female entrepreneurs, along with the inherent nature of activities in the informal economy, represent several policy challenges. These include job security, social and legal protection, skills development, access to finance and information, and productivity and efficiency of sectors where women are most active.

CTIF TA will contribute to design of sector-specific training materials and knowledge products and co-deliver associated training workshops with the MWCPA and FWRM. Sectors are expected to include fisheries, agriculture, forestry, tourism and others that will assist with gender responsive planning, budgeting, monitoring and overall gender mainstreaming across government. TA activities are also expected to incorporate climate change and environmental sustainability as a priority area in design and development of all knowledge products and implementation of training workshops.

Corporate Qualifications

Interested bidders must possess the corporate capabilities and experience described in Annex 1 (TORs), which can be evidenced through project profiles included in technical proposals using the form provided in Annex 2. Contracts for projects profiled by bidders must have been active within the last five calendar years dating from the date of the release of this tender document

Consultant Profile / Expertise Required 

Consultant best suited to delivering this CTIF mandate will offer a team of experts who together possess the following profiles, experience and/or capabilities:

  • A Team Leader (International) with a minimum of 10 years of experience and expertise in gender analysis and gender mainstreaming, gender-responsive budgeting in similar contexts and across multiple sectors, and with proven experience leading teams of experts for the delivery of projects of similar scale.
  • A specialist with expertise  and a minimum of 10 years' experience preparing training materials and conducting training of trainers workshops on the design and implementation of gender-based analysis, GRB and gender mainstreaming action plans or similar strategies, frameworks or road maps in similar contexts and across multiple sectors in close collaboration with government stakeholders.
  • A specialist in communications/graphic design with experience and capabilities to develop clear and engaging communications and knowledge sharing tools and products such as PowerPoint decks, infographics, and short videos.
  • Excellent inter-personal and communication skills, including the ability to adapt communication to different audiences.
  • Excellent written and spoken English and virtual presentation capabilities.
  • Experience working with government / national women's machineries / civil society organizations and other local experts.
  • Experience conducting remote training interventions using a variety of effective tools and techniques including but not limited to modern information and communications technologies.
  • Experience delivering technical assistance through donor-financed projects or assignments to government or civil society stakeholders in small island state contexts, ideally in Fiji or elsewhere in the Pacific region.
